The Learning Passport (LP) is the flagship Digital Learning Programme of UNICEF, developed as a partnership between UNICEF and Microsoft. The Learning Passport delivers digital learning experiences to children around the world, in both connected and unconnected environments. While working on the offline deployment model for unconnected learners, the program initiated an online, web-based deployment in response to the global COVID-19 emergency, as the closure of schools, institutions, and facilities resulted in the need to reach children outside of school with educational content. As a result there is now a vibrant LP online community of 3.5m+ learners across 30 countries, each with specific resource needs and support. In addition, the Learning Passport offline program continues, with pilot countries coming on through 2023 as we seek to enter a scale phase in 2024.

In this context, there is a continued crucial need for centralized capacity to develop and lead resource mobilization plan for the Learning Passport, including supporting acquisition of new partners, along with retention of existing partners, in alignment with the program goals and objectives. The position’s purpose is to deepen collaboration with key stakeholders and provide an interface for environmental scanning, knowledge exchange, resource mobilization, and policy influence within the scope of assignment. The role will also serve as a primary focal point and resource for colleagues on specific thematic areas of strategic relevance for partnership development. The key result is to ensure greater visibility for UNICEF and influence in support of its mission.

Under the guidance of the P-4 Education Specialist (Learning Passport Global Program Manager), the Education Specialist (Resource Mobilization and Partnerships) will be accountable for providing technical support for UNICEF's engagement with key donors, as well as positioning the program to recruit new funding partners to support scaling of the programme. The candidate filling the post will lead engagement with stakeholders and donors for resource mobilization; support the achievement of planned partnerships objectives of the LP program, aligned with overall Education programme and the UNICEF Strategic Plan.

The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on Learning Passport programme, thereby improving learning outcomes and equitable and inclusive education, especially for children who are marginalized, disadvantaged, and excluded in society.

The Specialist contributes to the achievement of results according to plans, allocations, results based-management approaches (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.

How can you make a difference?

  • Establish annual funding needs/priorities for the Learning Passport to secure appropriate resources and establish shared-value partnerships to support the LP global management and implementation, in-country roll-out, offline pilots and scale, expansion to new countries, and more.
  • Work with key stakeholders across UNICEF public and private sector teams to develop a donor pipeline and prospect list to support the short and long-term funding needs for the Learning Passport and develop appropriate engagement strategy to support.
  • Contribute to the annual strategic plan, focusing on the Learning Passport, to drive key training and education objectives across the SDGs with a key focus on SDG 4 and ensuring sustainability and scale.
  • Support the creation and management of key governing bodies such as the LP Leadership Council.
  • Support strategic priorities of the programme by helping to position the Learning Passport as the flagship digital learning programme with internal actors and stakeholders, including executives.
  • Strengthen bilateral relations with key donors for resource mobilization, in close collaboration with the divisions of Private Fundraising and Partnerships (PFP), and Public Partnerships Division (PPD), as well as relevant National Committees for UNICEF. This includes preparation of resource mobilization packages, analysis of resource mobilization opportunities, regular outreach to donors for bilateral discussions, and quarterly in-person meetings with key markets and teams.
  • Support in-country and regional fundraising and resource mobilization by providing guidance on pitch and fundraising documents and materials. Develop standard toolkits as required by the Learning Passport global team, regional leads, and country offices.
  • Advocate for Learning Passport resourcing with a specific focus on supporting country implementations and delivery. This includes demonstrating the use of funds during partner fora, organizing virtual field visits for donors, and sharing country-examples on the use of programme funds. Leading donor missions and consultations may be required, subject to travel restrictions.
  • Lead, manage, and strengthen relationships with LP strategic partners (those above $500k) including developing partnership strategy plans with Natcomm and PFP counterparts. This includes organizing regular and ad hoc donor meetings, in close collaboration team leads and country offices. Ensure that the LP partner list is up to date; track partner engagement; keep good documentation of donor engagement and archive presentations, talking points; overview of donor priorities etc.
  • Develop tiers and benefits to management and establish appropriate recognition and reporting standards. Prepare and organize annual LP reporting, in close collaboration with PFP and PPD, including preparation of presentation materials, talking points, and briefing notes.
  • Develop, in conjunction with relevant Communication colleagues, an annual plan to raise awareness for the Learning Passport to support program objectives, recognize new/existing partners, and secure funding. This includes appropriate donor visibility opportunities and high-level events.
  • Other activities may be needed to support the purpose of this contract.

To qualify as an advocate for every child you will have…

  • An advanced university degree (master’s degree) in international relations or another related field, including but not limited to the following fields: political science, health, education, economics or international business, business administration or international development is required.

* A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree..

  • A minimum of eight (8) years of relevant professional experience, including experience of managing complex partnerships with multiple stakeholders, private-sector engagement and resource mobilization at the national and/or international levels in the development field and/or in a global private sector company is required.
  • Experience in developing and managing shared value partnerships across the UN with the private or public sector including securing and negotiating multi-year, multi-million contracts; and managing complex and multifaceted partnerships preferred.
  • It is preferable that the individual has experience with, or in, multilateral institutions, UNICEF or another UN Agency, Fund or Programme. Knowledge of UNICEF context essential.
  • Experience with the Learning Passport or a similar digital platform is considered an asset.
  • Experience scaling EdTech solutions, especially within the UN system, is considered an advantage.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, Russian, French or Spanish) is an asset.
