How can you make a difference?

The Education Specialist who reports to the P5 Chief of Education, will support UNICEF Jordan’s efforts to support children’s access and retention, as well as to ensure children’s learning. The P3 (TA) provides technical guidance to the design and delivery of programs to enable children to access education and progress in their learning, whether through formal, non-formal or informal service provision. The post holder will provide technical direction to the JCO education priorities under the Country Program Document. Specific tasks and responsibilities are highlighted below :

Programme management

  • Work closely and collaboratively with cross-sectoral colleagues, MOE and bilateral partners to help determine national priorities in support of vulnerable children and learning recovery and to ensure the achievement of sustainable results that enable Jordan to deliver for vulnerable children within the National Education Sector Plan.
  • Leading on development of reports cross Section including progress, final, and CERs)/ Prepare MOE, ISWG, ad-hoc donor requests for information etc., cross-checking the accuracy of information received, coordinating with partnerships,
  • Provide quality assurance to grant leads on donor compliance by using monthly grant management meetings to identify donor compliance risks and coordinating with partnerships for target changes and amendments needed to projects/budgets.
  • Under the guidance of the Section Chief, lead and coordinate development of proposals, including budget and log frames, in line with donor requirements in coordination with partnerships and section colleagues. Ensuring alignment with UNICEF’s Strategic Plans and Country Programme, regional strategies and national priorities.
  • Ensure that program leads utilize section management tools to track spend and results. Support colleagues to understand and follow up on targets, amendments needed to project and highlight compliance issues.

Technical and advisory functions

  • Engage in field visits and collating outcome data to document the educational progress and the assessment results from these programs into full reports.
  • Establish monitoring and evaluation systems with and through MOE and partners to track UNICEF funded results, as well as strengthen the national education system, with a focus on children at risk of drop out, as well as learning progress.
  • Use data and evidence for advocacy and planning to support improved education outcomes and reduction in education inequality.
  • Develop TORs, contract and manage institutional and individual service providers needed to deliver results.

Engaging partners and sharing learning

  • Develop strategic partnerships, with particular focus on AAI 2.0 partners and USAID/RAMP. To include providing guidance to the MOE’s ESP Technical Working Groups in areas of Access and Equity and System Strengthening
  • Contribute to quarterly communication plans and activities to support advocacy and fund raising for UNICEF Country Office.
  • Prepare policy papers, briefs and other knowledge products to share the findings, challenges and opportunities arising from UNICEF programming national, regional and global level.

To qualify as an advocate for every child you will have…

  • Education: An advanced university degree in education or relevant field.
  • Experience: A minimum of five years of professional experience in programme planning, management, and/or research in education is required. Experience working with government in a developing or middle-income country context. Relevant experience in a UN system agency or organization is considered as an asset. Familiarity/background with emergency is considered as an asset.
  • Languages: Oral and written proficiency in English is required. Knowledge of Arabic is an asset.
