Purpose of Assignment:

The purpose of the Assignment is to provide technical and managerial support to ensure effective management of the education programme, including management of the Global Partnership for Education (GPE) funds for the Continuity of Education for Rohingya nationals and host communities under the Cox’s Bazar Field Office. Before the COVID 19 pandemic, UNICEF in collaboration with 14 partners ensured access to education for over 220,000 Rohingya refugee children, which represents over 70 per cent of all refugee children aged 4 to 14 years who have been supported by all partners to have access to education. The Education Programme also supports the Cox’s Bazar District to enhance the delivery of high quality, inclusive and improved learning outcomes for Bangladeshi children. Due to considerably large size (currently supported by 22-member team) and complexities of the programming context in Cox’s Bazar, the education programme requires solid technical, managerial and strategic leadership to ensure effective delivery and accountability for results for children.

Under the overall guidance and direction of the Education Manager (team lead), the Education Specialist will support the overall management of the programme including serving as Officer in Charge (OIC) in the absence of the Education Team Lead and be responsible for providing oversight function and managing $10 million GPE funds that has recently been approved to support the programme to accelerate delivery of results for Rohingya and Bangladeshi children in Cox’s Bazar District following over one year of disrupted learning due to COVID 19. The Education Specialist is expected to provide authoritative technical guidance and operational support throughout all stages of programming to facilitate the management and delivery of quality, equitable and inclusive primary/early childhood education, especially for Rohingya and Bangladeshi children who are marginalized, disadvantaged and denied the right to quality education.

The Education Specialist contributes to the achievement of concrete and sustainable results according to the Education Sector and Government of Bangladesh COVID 19 response plans, resources allocated to the Education as well as UNICEF’s Strategic Plans, standards of performance and accountability framework. Specifically, the education specialist will contribute to sustaining and accelerating current efforts of the Government of Bangladesh and education partners to ensure Rohingya and host community children affected by the humanitarian crisis in Cox’s Bazar District have access to quality education and skills development opportunities through alternative and remote-based learning platforms.

Major duties and responsibilities:

Manage the Global Partnership for Education (GPE) and support the education team to ensure that the Myanmar curriculum pilot and scale up plan of action, the learning centres and schools safe reopening plans are effectively operationalized when learning centres and schools are allowed to reopen.

  • Provide strategic leadership to the operationalization of GPE grant and other key education programme priorities including transition to provision of education in the camps based on the Myanmar curriculum, to ensure access to equitable, gender-responsive learning opportunities in an enabling, protective environment for crisis-affected children, strategically aligned with Education Sector standards, and within approved frameworks for teaching and learning.
  • Provide technical and operational support to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated.
  • Work closely and collaboratively with internal colleagues and partners to discuss strategies and innovative approaches to enhance ownership, engagement the delivery of inclusive access and improved learning outcomes for Rohingya children including children with disabilities.
  • Support the development of Education Sector partners’ capacity to improve their comparative advantages in providing equitable education services and strengthened monitoring systems.
  • Contribute in technical discussion with Bangladesh country office, regional office and HQ colleagues on pertinent technical issues such as technology aided education programming, leaning outcomes assessment and the Myanmar curriculum inclusive of providing oversight role in the development of terms of reference and recruitment of a vendor to conduct terminal evaluation of Learning Competency Framework Approach (LCFA).

Support education programme management, monitoring and quality control of results

  • Provide managerial support and guidance to the education team on all aspects of programming and implementation to enable them to achieve performance objectives
  • Actively monitor programme implementation and progress towards planned results (as per work plans and partnership agreements) through field visits and exchange of information with stakeholders to assess progress, identify bottlenecks and potential problems, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution
  • Engage in intensive resource mobilization by identifying critical education resource gaps as well as develop corelating Concept Notes/Proposals covering both humanitarian and development needs inclusive of addressing COVID-19 response needs in Education in Cox Bazaar District.
  • Ensure optimum and appropriate use of programme resources (financial and supplies/assets) confirming compliance with organizational rules (including HACT), regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources.
  • Participate in monitoring and evaluation exercises, programme reviews and annual reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results.
  • Prepare/quality assure monitoring and evaluation reports to identify gaps, strengths, weaknesses and use of lessons learned in planning and timely intervention to achieve sustainable results
  • Prepare/quality assure regular and mandated programme reports for management, donors and partners to keep them informed of programme progress.
  • Participate in statutory committees, Cox’s Bazar management and external coordination meetings with government and Education Sector partners

Support inter-agency collaboration and Education Sector coordinator to ensure to ensure efficient and effective deliver of education services to Rohingya refugees and host community children in Cox’s Bazar District

  • Provide technical advice to key government officials and implementing partners on UNICEF policies, strategies, best practices and approaches on education and other related issues to support programme development planning, implementation and delivery of results.
  • Coordinate and ensure the availability of technical experts to ensure timely support throughout all stages of programming.
  • Participate in strategic discussions through the Education Sector coordination platforms, including the strategic advisory group (SAG), to influence policy and agenda setting strategies and approaches to promote universal access to quality, equitable and inclusive education for children in the country.
  • Prepare policy papers, briefs and other strategic programme materials for management use, information and consideration.
  • Participate in education sector emergency preparedness, programming and contingency planning, including development of the joint response plan, to ensure proactive and appropriate responses are in place to meet the onset of emergencies in designated locations under Cox’s Bazar field office.

Advocacy, networking and partnership building

  • Participate in advocacy and coordination meetings with government and non-governmental partners, UN Agencies, donors and relevant private sector actors to enhance existing collaboration and pursue new opportunities to promote the right to quality education and skills development for Rohingya and Bangladeshi children, adolescents and youth
  • Ensure updated programme factsheets and briefing notes are available to support donor visibility and results achieved by UNICEF.
  • Work closely with the Communication, Advocacy and Partnership (CAP) team to ensure appropriate visibility and accurate communication to donors and external audience of UNICEF plans, strategies and results, inclusive of strengthening branding and brand positioning of UNICEF and donors
  • Engage strategic partners, especially UNHCR and Save the Children to ensure consistency of messages to the media and donors on key issues such as the Myanmar curriculum pilot and education sector response and recovery plans for the COVID-19 pandemic.

Innovation, knowledge management and capacity building

  • Support the team to initiate and rollout educational technology solutions for enhancing the delivery education programme results in the context of COVID-19 pandemic.
  • Contribute to the development of guidelines and standards on the use of educational technology and other innovative solutions such as radio programme in the camps to ensure optimum efficiency and efficacy of sustainable programmes and projects.
  • Support and guide implement of capacity building initiatives to enhance the competencies of education programme partners to promote achievement of sustainable results

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: education, economics, psychology, sociology or another relevant technical field.
  • A minimum of eight (8) years of professional experience in programme planning, management, and/or research in education is required.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Familiarity/ background with emergency is considered as an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
