How can you make a difference?

Under the guidance and general supervision of the Regional Advisor Education, the Specialist will manage all education knowledge management initiatives, particularly in support of effective and efficient Learning Recovery in the region in the context of COVID-19. In addition, the Specialist supports the section in the areas of gender, girls’ education, communication, and resource mobilization.

Key functions, accountabilities, and related duties/tasks

  1. Knowledge Management
  • Stay up to date with emerging evidence and innovations being tested within the education portfolio, especially in relation to Learning Recovery, and seek opportunities to promote these with UNICEF country offices in the region and other internal and external partners.
  • Maintain a comprehensive database of reports, good practices, lessons, policy, and program innovations for dissemination of information using various channels for use by a variety of audiences to inform programming, policy, and advocacy work.
  • Ensure research findings are communicated to UNICEF country offices and other internal and external partners, so as to strengthen the evidence-based programming.
  1. Networking, communications, and partnership building
  • Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, global partners, donors, and academia through active networking, advocacy, and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on education programmes.
  • Prepare internal and external communication and information materials for CO programme advocacy to promote awareness, establish partnerships and support resource mobilization for education programmes.
  • Liaise with the ROSA Communications Section to cover key events organized or supported by education section and implement social media campaigns as needed.

    3. Support to programme development and planning

  • Support the preparation, design and updating of the situation analysis for the education programmes with specific focus on gender and girls’ education as well as learning recovery, to ensure that current and comprehensive data on education issues is available to guide UNICEF’s strategic policy, advocacy, intervention, and development efforts on education programmes.

  • Help supervisor set priorities, strategies, design, and implementation plans. Keep abreast of development trends to enhance programme management, efficiency, and delivery.

4. Technical and operational support to programme implementation

  • Provide technical guidance and operational support to country offices, government counterparts, NGO partners, UN system partners and donors on interpretation, application and understanding of UNICEF policies, strategies, processes and best practices and approaches on education and related issues to support programme management, implementation, and delivery of results.
  • Arrange/coordinate availability of technical experts with other Regional Offices/HQ to ensure timely and appropriate support throughout the programming process.

To qualify as an advocate for every child you will have…

An advanced university degree in one of the following fields is required: knowledge/information management, education, economics, psychology, sociology, or another relevant technical field.

A minimum of five years of professional experience in programme planning, knowledge management / communications, and/or research in education is required.

Experience working in a developing country is considered as an asset.

Experience working in a regional office setting is considered as an asset.

Relevant experience in a UN system agency or organization is considered as an asset.

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
