Duty station: Caracas****, Venezuela, with frequent visits to the field.

Please note fluency in both Spanish and English is required for this position. Candidates who do not command either of the languages will not be able to be considered.

1. Background/Context

The purpose of the Education Specialist position is to ensure the technical development of the Education Core Competency, strategic direction and quality assurance, the Education strategy and quality control. The Education Specialist is responsible for mentoring, training, and the capacity development of relevant Education staff.

2. Role and responsibilities

The following is a brief description of the role:

  1. Develop and roll-out NRC Venezuela Education strategy, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities, in coordination with the others Core Competencies (CCs) Specialists/PDMs
  2. Compliance with and adherence to NRC policies, guidance and procedures
  3. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  4. Identify trends technical standards and donor priorities in the Education sector
  5. Follow up on compliance with contractual commitments within Education, ensure high technical quality and synergies in project implementation
  6. Provide technical direction and project implementation support
  7. Ensure that key learnings are extracted from Education implementation, and incorporate them in programme and staff development processes
  8. Provide systematic training and build capacity of Education staff
  9. Represent NRC in relevant forums/clusters, including with national authorities and donors
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy
  11. Responsible for monitoring the Education sector specific situation in country and initiate relevant assessments to increase scope, respond to emergencies or adapt programmes to the context
  12. Lead all Education assessments and response analyses, together with other CCs, and advise the Country Programme in appropriate and relevant actions required
  13. Scoping, facilitating and encouraging innovative approaches to programming in the Country Office for increased programme efficiency and effectiveness
  14. Lead the design of quality and appropriate Concept Notes and Proposals for fundraising to donors, in close collaboration with the Grants Manager, ensuring integrated approaches where relevant
  15. Ensure high quality implementation of Education initiatives appropriate to the Venezuela context by supporting field education teams in the planning of all phases of the projects, budget monitoring, capacity building, development of tools/procedures and also participating in M&E activities
  16. Work with the Area Managers, Head of Programme and M&E Manager on Education project monitoring including baselines, end-lines, midterm reviews, lesson learning exercises and evaluations and ensure learning informs programming
  17. Write and review relevant reports, ensuring these are of high quality and technically accuracy, in close collaboration with Grants, Area Managers, and technical Coordinators
  18. Undertake reporting and documentation of relevant experiences and actively participate in M&E activities through the PCM
  19. Provision of technical advice at field level and advising the Country Director, Head of Programme, Area Managers and Education Coordinators on technical strategy, approaches and best practices
  20. Support the use of the Better Learning Programme
  21. Assist in recruitment of Education CC staff together with HR and Area Managers, and develop and implement a capacity development strategy for them
  22. Contributing to the development of systems to improve targeting, appropriateness and to reduce the risk of aid diversion and conflict of interest by program staff, local authorities and local partners
  23. Any other relevant tasks as assigned by the line manager

3. What We Are Looking For

  • Relevant higher education preferably in areas of Education in Emergencies (including Non-Formal Education)
  • Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Education expertise
  • Strong capacity in leading proposal development
  • Documented experience working with donors and conversant with their technical frameworks, strategic priorities and reporting requirements (e.g. NMFA, SIDA, ECHO, Unicef)
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and Spanish, both written and verbal
  • Valid driver’s license
  • Knowledge of the context in Venezuela
  • Experience of advocacy work
  • Experience of technical legal advocacy.
  • Experience of implementing youth and emergency education

4. What We Offer

  • Type of contract: 24 months.
  • Salary/benefits: According to NRC salary scale, terms and conditions.
  • Duty station: Caracas with frequent visit to field.
  • Travel: 50%.
