Contract

How can you make a difference?

Under the guidance and general supervision of the Chief, Education, the Education Specialist supports the development and preparation of the Education (or a sector of) programmes and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of education programmes/projects within the country programme. The Education Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programmes/projects to improve learning outcomes and equitable and inclusive education, especially for children who are marginalized, disadvantaged and excluded in society.

The Education Specialist contributes to achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.

The Education Specialist (Access) will focus on the UNICEF Education Programme’s Output 2 (Access), leading it programmatically, and serving as the Country Office Output Manager. As Output Manager (Access) they will provide guidance to the Field Office Education teams, overseeing and advising on the Output 2’s planning, implementation, monitoring, evaluation and reporting. The Output 2 includes programmatic areas such as Education in Emergencies (EiE) and Humanitarian Development Peace Nexus linked to the improvement of education of the refugees, IDPs and returnees; early childhood education, out of school children, girls’ education and girls’ transition from primary to secondary education, and back to learning campaigns. The post will be based in Erbil with regular missions to other UNICEF locations (Baghdad, Basra, Dohuk), as required.

To qualify as a champion for every child you will have… An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, administration or another relevant technical field. A minimum of five years of professional experience in programme planning, management, and/or research in education is required. Understanding of the Iraq Education sector and country context is an asset. Experience working in Iraq is an advantage. Relevant experience in a UN system agency or organization is considered as an asset. Fluency in English is required. Knowledge of Arabic is an advantage.
