With over 850 indigenous languages and one of the most ethnically diverse populations, widespread poverty, and gender inequality make it hard for many children to realize their rights. In Papua New Guinea (PNG), UNICEF’s works effectively both ‘upstream’ (with governments) and ‘downstream’ (at the grassroots level) to carry out its mission through a programme of cooperation jointly developed with the government guides our work in the country.

How can you make a difference?

The Papua New Guinea National Department of Education (NDoE) is in the process of finalizing a new National Education Plan (NEP). To make the NEP credible and to develop a national whole-of-sector education sector plan with linked general and higher education components, the Government of PNG would like to apply for an Education Sector Plan Development Grant (ESPDG) from the Global Partnership for Education (GPE). The UNICEF PNG Education programme would like to engage an education sector plan consultant to support the consultation process and submission of an ESPDG application. This is remote work assignment (no travel involved) for 40 days within the period of mid-January to end March 2021.

Under the direction of UNICEF’s Chief of Education, the consultant will be required to deliver the follow services:

  1. Draft a detailed plan with key milestones to complete the ESPDG application
  2. Lead the consultation process between the DNPM, DHERST and NDoE to develop an ESPDG application.
  3. Draft the ESPDG application in close consultation with the DNPM, DHERST, NDoE and UNICEF.
  4. Finalize the ESPDG application with inputs from the DNPM, DHERST, NDoE and UNICEF ready for submission to the GPE.

As a champion for every child, you will have…

  1. Master's degree in Social Sciences, International Development, Education.
  2. Proven experience in assisting national governments to develop successful Global Partnership for Education (GPE) Education Sector Plan Development Grant (ESPDG) applications.
  3. Experience working with state actors including Departments of Education and National Planning, preferably in PNG.
  4. Good inter-personal and communication skills, including oral and proposal writing.

This position is a short-term assignment and doesn’t give rise to a long-term permanent post with the organization.

Applicants are required to include in their applications a financial proposal which includes a lumpsum amount for consultancy fees, local transportation and other miscellaneous costs. Breakdown or details of the fee will be much appreciated.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
