Job Purpose

The Education Project Manager will be responsible for developing and implementing the Education program in Northwest Syria, while adhering to NRC's governance protocols and principles for education projects, as well as related advocacy and coordination activities. They will be in charge of managing and supervising all educational activities from inception to completion.

What you will do:

  • Line management for Education project staff by supervising, assisting, and ensuring the effective accomplishment of project objectives.
  • Contribute to the development of Country, Area and education strategies, initiate and participate in the development of relevant education projects.
  • Coordinate and manage education project implementation (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements.
  • Provide technical direction to education team and ensure high technical quality of projects.
  • Provide monthly updates to the Area Programme Manager (APM) and Education Specialist on implementation progress and challenges, as well as budget expenditure in Northwest Syria education programming, highlighting operational achievements and challenges.
  • Ensure capacity building of project staff to operationalize quality, timely and comprehensive education program.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Promote the rights of displaced persons in line with the advocacy strategy.
  • Ensure the use of existing monitoring and evaluation processes by the Education team and collaborate with the Country Office to develop or streamline new Monitoring and Evaluation (M&E) tools to support a responsive and effective programming approach.
  • Ensure respect of the NRC partnership toolkit procedures, the integration of partners into strategy and programme planning and work with partner staff to build their capacity in programme development, management and monitoring and evaluation within agreed education projects.
  • Promote increased inclusion and accessibility within all education activities.
  • Represent Education in the relevant inter-agency meetings for youth and children.
  • Ensure quality control of education activities through the development and rollout of output and outcome level monitoring and evaluation tools, guidelines and procedures.
  • Receive the referral information related to protection cases on a monthly basis from the related focal points and take proper actions to ensure that the referral system in functioning to the best interest of beneficiaries as per NRC’s referral’s Standard Operating Procedures (SOPs).
  • Assess trends and changes in the context and assess needs of children and youth in order to identify gaps in education service provision and identify ways to better assist people in need.
  • Contribute to the development of the NRC education strategy and macro-log frame, theories of change, and NRC education work-plan and ensure they link to other Core Competencies.
  • Oversee and is responsible of Safe and inclusive programming (SIP) guidelines in the NRC’s related activities as per NRC’s guidelines and ensure that all breaches/concerns reported are properly resolved.

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

  • Master’s degree in education or related field
  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Technical Core Competency (CC) Education expertise, children, youth, adult and basic education activities are preferred.
  • Experience from working in complex and volatile contexts. Knowledge of Syria context an added advantage
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Experience managing multiple projects simultaneously.
  • Experience with managing youth programs and local partnership
  • Strong understanding of INEE Minimum Standards and humanitarian principles
  • Experience with remote management, assessments and project start-ups
  • Fluency in English, both written and verbal. Arabic language highly desirable.

Additional Information:

Duty Station: Amman, Jordan

Travel: 10 % Syria Response areas of operations

Duration of contract: 12 months, subject to Renewal depending on funds and performance

Grade 8 in NRC's grading structure

Reporting to: Area Programme Manager
