Extension of contract is subject to availability of funds and satisfactory performance***. - **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- As the only specialized organization with the mandate to support educational policy, planning and management, the **UNESCO International Institute for Educational Planning (IIEP)** plays a unique role within the United Nations system. IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education and their partners around the world to plan and manage education systems through four types of capacity development programs: training, technical assistance, research and development, and knowledge sharing. The Institute launched its new Medium-Term Strategy (2022-2025) in November 2021. IIEP has offices in Paris, Dakar and Buenos Aires. IIEP draws on voluntary contributions from core donors and project funding to achieve its goals and objectives. Under the overall authority of the Director of IIEP, the general supervision of the Head of the Technical Cooperation Team, and the direct supervision of the Lead of the Cost, Finance and Budget Cluster, the Education Programme Specialist will be responsible for the implementation of a variety of funded projects and activities that support the capacity of Ministries of Education and other partners to better plan and manage education sectors. All IIEP’s technical experts provide direct technical support to governments and partners on planning and management, while also contributing to research and analytical work, training programmes and knowledge sharing activities. More specifically, the incumbent will support IIEP activities related to costing, financing and budgeting for education, which includes, but is not limited to, i) conducting education cost and funding analysis, cost-effectiveness analysis, public expenditure reviews (PER), national education accounts (NEA), and ii) financial costing and programming activities such as simulation models, sectoral medium term expenditure framework (MTEF), costed action or operational plans, sectoral budget programming, etc. The candidate should have experience in two or more of the following areas: 1. **Analyses of education cost, finance, and budget:** Expertise in the utilization of education cost and finance diagnostic tools such as cost-effectiveness analysis, public expenditure reviews (PER), national education accounts (NEA) including quantitative data analysis of costs and financing of education from various sources (public, households, private entities, external donors, and grants). 2. **Financial costing/modeling and programming**: Expertise in using long-term oriented macro-financial simulation models, and mid-term multi-year costing tools including the costing of operational plans, preparation of medium-term expenditure frameworks, results-based budgeting, programme budgeting, etc. 3. **Public financial management**: Expertise and practical expertise in public finances and/or public financial management including the development of financial governance diagnostic tools such the Public Expenditure and Financial Accountability (PEFA), public expenditure reviews (PER), Public Expenditure Tracking Surveys (PETS), etc. **The incumbent will support a portfolio of technical cooperation, research and development activities and training related to education costs, finance, and budget. In particular, the incumbent will:** - Support the implementation of a portfolio of projects in educational planning and management, and/or the implementation of reforms in the educational sector with a strong focus on education financing and budgeting. - Contribute to the identification of strategic priorities and provides technical inputs on IIEP’s core technical offer to countries in support of their planning and management capacity. - Work with the Training team to deliver a strong training offer in their area of technical expertise, including by engaging in direct instruction within IIEP’s training programs. - Support regular consultation across IIEP’s Offices and with IIEP partners (Member States, Donors, external institutes, etc.) about IIEP’s country facing research and development, capacity development and technical cooperation activities, by adopting a problem-driven and collaborative approaches to improving IIEP’s line of activities in education finance. - Work with Cost, Finance and Budget Cluster lead to ensure alignment of IIEP’s research and development, training, and capacity development activities, and maintain a strong corporate focus on programme effectiveness, resource mobilization and strategic impact. - Take ownership of specific strategic objectives and quantified targets thematically, geographically, according to her/his portfolio and missions. - Contribute to public debates and establish network with relevant actors and organizations in the education finance. - Contribute to and support IIEPs internal budgeting and costing processes, including on financial reporting to donors, the Governing Board and UNESCO HQ. - Contribute to mentoring of colleagues in areas related to costing, budgeting, and financial management. **COMPETENCIES (Core / Managerial)** ------------------------------------ Teamwork (C) Results focus (C) Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** - Advanced University degree (Masters or equivalent degree) in the field of Economics, Statistics, Finance, Public Management, with a strong background in financial and quantitative methods. ***Work Experience*** - A minimum of four (4) years of relevant professional experience in technical cooperation, in the analysis, diagnosis, planning and/or evaluation of education finance. - Experience in two or more of the following areas of expertise: - (i) Analyses of education cost, finance, and budget, - (ii) financial costing/modeling and programming, AND/OR - (iii) Public financial management. - Expertise in supporting evidence-informed, multi-stakeholder decision-making processes in Ministries of Education, related to education sector finance. - Experience in delivering support to national or sub national entities in design and formulation of medium-term expenditure frameworks, programme budgets, and performance-based budgeting frameworks. - Experience in the field of public finance (budget preparation, execution, and reporting); with a strong command of texts and guidelines for the preparation and execution of the budget (budget laws, public finance governance framework, manual of procedures, etc.). - Experience in the functioning of public administrations and of institutional relations practices, including experience of budgetary reforms in a public administration in developing countries. ***Skills and Competencies*** - Demonstrable knowledge of the issues surrounding education, and education financing in the context of developing and/or emerging countries. - Demonstratable good understanding of education sector planning processes. - Demonstrable knowledge of contemporary developments in the global education arena and of effective strategies for improving educational planning and management, including in crisis-affected contexts. - Proven ability to design and implement training programmes and courses. - Proven ability to design and implement action research. - Proven competency and proficiency in quantitative analytical work. - Strong analytical and synthetic skills and good capacity to undertake analytical and synthetic writing, including preparation of training materials and policy briefs. - Ability and willingness to travel regularly on mission in complex environments. - Ability to develop coalitions and partnerships with a wide range of relevant actors within and outside IIEP-UNESCO.
