Duty station: Tegucigalpa, Honduras

1. Background/Context

The Education PDM is responsible for the design, development and implementation of the Education programme in NCA&M.

The Education Programme Development Manager (PDM) for North of Central America and Mexico will be responsible for the education strategy, technical guidance, capacity building and quality control, and for support to fundraising across the four countries of operation.

In Honduras and El Salvador the Education PDM will provide technical support to the Education teams who are under the leadership of the Area Manager, who is also responsible for project implementation. In Guatemala and Mexico (forthcoming), the Education PDM will design, develop, and be responsible for the eventual implementation of the NRC Education programme, including building up and managing the education team.

2. Role and responsibilities

The following is a brief description of the role:

  1. Development/update of the Education strategy, technical SOPs / guidelines and Macro LFAs that are aligned with regional and global strategies and priorities.
  2. Compliance and adherence to NRC policies, Education tools, handbooks and guidelines
  3. Responsible for development and management of funding proposals, project budgets and donor reports according to Financial Handbook and donor requirements
  4. Overall technical management of project staff
  5. Coordination and management of the future Guatemala and Mexico Education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  6. Capacity building of and transfer of key skills to overall programme staff across the four countries of operation.
  7. Liaison and collaboration with relevant local and national authorities and stakeholders and represent NRC in relevant forums/sectors/working groups.
  8. Promotion of the rights of refugees/IPD´s/returnees and ensure adherence to humanitarian principles.
  9. Participation in Project Cycle Management (PCM) key events.
  10. Responsible for the oversight of M&E of the project in Guatemala and Mexico, including data collection, analysis and evaluation.
  11. Development of Education advocacy messages.
  12. Be responsible to define, develop and grow NRC NCA&M ’s Education programme ensuring that it remains relevant, needs based and data driven.
  13. Be responsible for the start-up of an Education programme in Guatemala and possibly Mexico.
  14. Collaborate closely with the Area Manager and the Education PM on implementation of Education projects in Honduras and El Salvador.
  15. Contribute to the development of Country and Area strategies.
  16. Build a robust education project team with appropriate technical and project management capacity to implement Education projects/activities.

3. What We Are Looking For

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience working in complex and volatile contexts
  • Technical Education expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in verbal and written English and Spanish required
  • Experience with facilitating trainings at both the office and field level
  • Knowledge of education context in NCA&M is an asset
  • Experience with remote management is an asset
  • Experience managing growing programmes
  • Experience working in a start-up is an asset

  • Understanding of SPHERE and INEE minimum standards

  • Knowledge of psychosocial support programming
  • Experience with youth and adolescent programming

  • Experience building the capacity of a team and conducting large-scale trainings

  • Candidates with a university and/or advanced degree preferred; significant experience in the field of education, PSS or child protection considered in lieu

4. What We Offer

  • Type of contract: 18 months.
  • Salary/benefits: According to NRC salary scale, terms and conditions.
  • Duty station: Tegucigalpa, Honduras.
  • Travel: 40%.
