Currently UNICEF is playing the role of ‘Grantee’ for Education Cannot Wait (ECW) facilitated Multi-Year-Resilience Programme (MYRP) in State of Palestine. MYRP is a nexus program that links humanitarian Education in Emergencies (EiE) programming with the mid and longer-term development objectives of the sector. By effectively bridging the humanitarian-development divide the strategic intention of MYRP is to: a) facilitate continuity of education, b) align interventions with the humanitarian response plan (HRP) priorities, c) promote effective coordination among the implementing partners as well as MoE and key education stakeholders, and d) advocate for resource mobilization and harmonisation of the same using MYRP as a ‘nexus’ design and framework. MYRP targets the most vulnerable marginalised children in Palestine, with a particular focus on girls, IDPs, refugee communities. Additionally, inclusive education is prioritized to cater to the needs of children with disabilities (CWD). The current MYRP targets 552,680 Palestinian children across Gaza strip, Area C, H2 and East Jerusalem with interventions aimed at i. improving access to quality basic education through infrastructure development, supply of teaching and learning materials etc. as well as create an inclusive teaching and learning environment for crisis and emergency affected girls and boys; ii. improve the quality of learning; and iii. Support capacity building and system strengthening measures to improve effectiveness and responsiveness of education service delivery.

How can you make a difference?

The Education Officer is part of the ECW Programme Management Unit (PMU), composed of three staff members i.e., Programme Manager (PM), Education Officer and Senior Programme Budget Associate. The ECW PMU is responsible for providing managerial, technical and coordination support towards efficient delivery and effective governance of the ECW facilitated MYRP in compliance with agreed deliverables, required quality control and value for money performance benchmarks. The PMU also performs coordination and facilitation role among different actors of ECW MYRP in the State of Palestine. The PMU, as part of UNICEF coordinates with relevant units and sections for effective delivery of the MYRP as well as grantee functions.

As an advocate for children, you will have the following duties/tasks:

  1. Support to programme development and planning
  • Provide technical and administrative support throughout all stages of programming processes by executing and administering a variety of technical programme transactions, preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, monitoring and evaluation of results.
  • Support preparation of technical reports and provide inputs for programme preparation and documentation ensuring accuracy, timeliness and relevancy of information.
  • When needed contribute to the reprogramming or programme alignment of MYRP Outcomes, and Outputs through research, collection, analysis and preparation of evidence base for planning with prioritization of education needs.
  • Prepare required documentations and materials to facilitate the programme review, revision and approval process.
  1. Programme management, monitoring and delivery of results.
  • Work closely and collaboratively with PMU and other relevant colleagues and partners to collect, analyze and share information on implementation status including achievements and challenges.
  • Suggest solutions on routine programme implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participate in programme monitoring exercises and programme reviews with implementing partners and other counterparts and prepare minutes/reports on results for follow up actions by the relevant stakeholders.
  • Monitor and report on the use of MYRP resources (financial, technical and other resources), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare draft inputs for programme/donor reporting.
  1. Technical and operational support to programme implementation
  • Undertake field visits and surveys and share information with stakeholders to assess progress and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • As and when needed provide technical and operational support to government counterparts, Civil Society Organisation partners, UN system partners and donors on the application and understanding of ECW and UNICEF (as grantee) policies, strategies, processes and best practices to support programme implementation, operations and delivery of results.
  1. Networking and partnership building
  • Build and sustain effective close working partnerships implementing partners, government counterparts and key stakeholders such as cluster team, donors etc. through active sharing of information and knowledge to facilitate effective programme implementation and build capacity of stakeholders to achieve and sustain results of MYRP.
  • Draft communication and information materials for MYRP advocacy to promote awareness, establish partnerships and alliances, and support fund raising for MYRP.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.
  1. Innovation, knowledge management and capacity building
  • Provide support in identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development of stakeholders.
  • Apply innovative approaches and promote good practices to support the implementation and delivery of concrete MYRP results.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of implementing partners and relevant stakeholders of MYRP.

To qualify as a Champion for every child you will have:

  • A university degree in one of the following fields is required: education, psychology, sociology, or another relevant technical field.
  • A minimum of one year of professional experience in programme planning, management, and/or research in education is required.
  • Prior experience of working in a developing country is considered as an asset.
  • Fluency in English and Arabic is required.
