The humanitarian situation for Rohingya refugees in Bangladesh remains dire, with some 702,000 newly arrived refugees since 25 August 2017 — of which 58 per cent are children and 60 per cent are women. With the new influx since 25 August, the current total number of Rohingyas who have fled from Myanmar into Bangladesh, coupled with the affected population in communities, has reached 915,000. Of these, there are an estimated 530,700 children in need, making this very much a children’s crisis. Weak and vulnerable girls and boys who have been uprooted from their homes, separated from their families, suffered trauma, and had their right to education taken away.

There is a strong likelihood that this number will change and grow, making an already desperate situation worse. This new influx of refugees not only aggravates the pre-existing protracted crisis of Rohingyas in Bangladesh, but also puts additional pressure on the already fragile social and economic structure of Cox Bazar district. Cox’s Bazar is one of the worst performing districts in almost all child related indicators and one of the most vulnerable to disasters and climate change in Bangladesh. The needs of the Rohingya population and the host communities are overwhelming.

Overcrowded refugee camps and makeshift settlements; limited water, sanitation and hygiene facilities (e.g. one estimate is that on average, there are 100 people per latrine); risk of disease and high rates of malnutrition; evidence of Rohingya women and children being subjected to brutal violence, sexual assault and exploitation all contribute to the trauma and hardships that the Rohingyas have, and continue to, endure.

Under the direct supervision of Education Specialist, UN Volunteer will be responsible for the following tasks:

• Support in overall implementation of the UNICEF Education Program in camps and host communities

• Ensure compliance in programme implementation and reporting based on PCA and Programme Document with support from programme officers/specialists

• Monitor project activities and intended results

• Conduct weekly field monitoring in the UNICEF supported Learning Centers (LCs) in the respective camp and provide technical (Educational) feedback to the partners on the ground

• Identify the needs, gaps and deliver solutions in programme implementation in close communication with Education Section in Cox

• Maintain close liaison with relevant camp coordination structures with the support from UNICEF camp-based site coordinators

• Provide inputs to project documentation such as development of project summaries etc;

• Support communication and visibility activities including facilitation of higher - level visits

• Act as a member of UNICEF Rapid Response Team as required for Direct Humanitarian Assistance Perform any other tasks required.

• Ensure interagency coordination within camp coordination structures

• Facilitate the coordination, planning and implement activities

• Communicate and coordinate with key stakeholders within camp coordination structures and implementing partner organizations

• Facilitate interaction with external partners through effective use of written verbal and electronic communications

• Prepare draft field monitoring report organizations visits reports and reports on partner implementation challenges and recommendations

• Update and maintain contact database for easy access to information and reference.

Cox's Bazar is a district of Bangladesh and it is famous for fishing port and tourism. It is one of the most-visited tourist destinations in Bangladesh. The beach in Cox's Bazar is an unbroken 120 km (75 miles) sandy sea beach with a gentle slope, making it the second longest sea beach in the world. The climate of Cox's bazar is similar to the rest of the country. The climate of Bangladesh is generally determined by its location in the tropical monsoon region: high temperature, heavy rainfall, generally excessive humidity, and distinct seasonal variations. It is further characterized by the location in the coastal area. Historically Cox’s Bazar, like other parts of Bangladesh, is a safe place to live. Since August 2017, with the large scale Rohingya influx from Myanmar, Cox’s Bazar is seen as a district with a humanitarian crisis. Culturally Cox’s Bazar is very diverse and well-known for its traditional heritage. The communications systems in Cox’s Bazar is well developed and the district is well-connected with other cities. All the national mobile networks are operational in Cox’s Bazar. Walking within Cox’s Bazar city is only allowed during day time. Travel by rickshaw is also permitted within Cox’s Bazar only during day time. Cox’s Bazar has a domestic airport and is currently classified as a family duty station (Security Level 3-moderate; Hardship category-D).

Accommodations are safe, clean and comfortable, but basic. The UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
