The Sustainable Development Goals (SDGs) adopted at the UN General Assembly in September 2015 lay the foundation for creating more inclusive, equitable and sustainable society by 2030. The SDG4 that focuses on ensuring inclusive, equitable quality education and promoting lifelong learning clearly emphasizes these fundamental principles, which should become the basis for current and future development agendas in the education sector.

The commitment to adopt SDG4 means that education planning needs to change to meet the new challenges outlined in the SDG4 targets. There would be a need for a renewed focus on inclusion, equity, and gender equality in access, participation, retention, completion and in learning outcomes. For Indonesia, this won’t be an easy task due to ‘unfinished business’ including the expansion of early childhood education and care, secondary school enrolment, lifelong learning opportunities, and the improvement of quality of education.

As an effort to assess Indonesia’s current position in achieving the SDG4 targets, UNICEF in collaboration with the Bureau of Planning of the Ministry of Education, Culture, Research, and Technology (MoECRT) have developed SDG4 Baseline Study and a SDG4 Monitoring reports that maps out and analyse the status of selected SDG4 indicators. The reports have become references for integrating and aligning the SDG4 targets into the national education sector plans (i.e. MoEC’s Renstra, RPJMN). Selected contents of the monitoring report have been incorporated into the SDG4 Voluntary National Review (VNR) report as well that was released in the High-Level Political Forum in June 2019. As a continued effort to assess Indonesia’s current position in SDG4 achievement, UNICEF will support development of an SDG4 Midterm Review report for Indonesia that will track progress in the localization of SDG4 targets and priorities and their alignment with the education sector plan in the country. In addition to its support on SGD4 monitoring, in collaboration with relevant government partners (e.g. Central Bureau of Statistics or BPS) UNICEF also support the map out and strengthening of relevant data sources that can be used to enrich SDG4 indicators database, analysis and monitoring. This includes integration of the new global ECD data collection module into the national household survey (SUSENAS) to provide data on young children’s developmental outcomes (SDG 4.2.1).

With regard to support on Out-of-School Children (OOSC) programme, UNICEF in collaboration with Bappenas continuously conduct OOSC data updating and analysis to monitor the OOSC situation in the country and advocate for necessary actions by relevant stakeholders. As a response to COVID19 situation where there is a tendency that the numbers of OOSC and those at-risk of dropping are increasing, UNICEF in collaboration with the Ministry of Village and selected provincial and district governments has implemented a nationwide monitoring on the impact of COVID19 on OOSC issues. Using the Community-Based Development Information System (CBDIS) as the data collection instrument, another round of nationwide monitoring will be conducted to further assess the impact of the pandemic on continuation of children’s learning. The monitoring will involve an in-depth data analysis on the monitoring results which will be dissemiated to relevant stakeholders at sub-national level for follow up action.

In collaboration with other sectors and relevant partners, UNICEF also undertake various education-related data analysis to facilitate evidence generation that support development of equity-focused interventions to address many issues encountered in education sector. This includes analytical works on education financing issues, education in emergency data, social policy data, as well as on other data analysis and researches needed for UNICEF supported programmes in education sector in Indonesia Country Office. In order to support the above tasks, a national UNV on education data and statistics will be recruited who will provide technical support as well as liaison with key government counterparts. In consultation with national and international experts, the UNV will assist the maintenance of database for SDG4 indicators and will support quantitative data analysis including development of its narrative description, mainly but not limited for development of the SDG4 Midterm Review report. The UNV will also provide technical support for other education data analysis and management as well as other education-related data analysis tasks and coordinate with data focal points in other sections of UNICEF as necessary.

The UN Volunteer will be placed in the UNICEF Indonesia Education section. Under the guidance of the supervisor, the UN Volunteer will be expected to work cross-sectorally with other UNICEF sections and units (child protection, social policy, health, communication, etc.).

Under direct supervision of the Education Specialist in charge of education data and statistics and education sector monitoring, and in close coordination and consultation with the Chief of Education, the UNV will undertake the following tasks: • Provide technical support for the development of the SDG4 Mid-term Review report, in-cluding detailed quality review of the report’s data analysis and its consistency with the SDG4 Baseline Study as well as SDG4 Monitoring reports. • Play an active role in coordination and consultation with relevant parties (e.g. MoECRT, BPS, Bappenas, internal UNICEF) to ensure accuracy and validity of the content written in the SDG4 Mid-term Review Report as well as in other education data-related reports.
• Update and maintain the SDG4 data inventory (using SUSENAS, EMIS, etc.) as well as other education databases (e.g. OOSC, education research data), and provide technical support for development of simple advocacy materials/factsheets based on the available database. • Provide updated results indicator data to assist with UNICEF Indonesia’s education pro-gramme reporting, particularly linked to midterm and annual reporting and for the prepara-tion of the Annual Work Plan. • Provide technical assistance for the integration of the Early Childhood Development (ECD) Index into the national household survey (Susenas) and facilitate necessary con-sultation with BPS and Bappenas to enable a smooth working process. • Provide technical assistance for the preparation and implementation of the Non-Formal Education (NFE) review study, including review of collected and analyzed data to support reporting development, and associated field monitoring, as required. • Provide technical support for the implementation of the Out-of-School Children (OOSC) programme, especially for the nationwide monitoring on the impact of COVID19 on OOSC issues and the OOSC data updating and analysis at national and sub-national lev-el. • Provide technical support for data analysis relating to education sector financing, including consultations with relevant government counterparts for data collection and validation. • Engage with data focal points in other sections (e.g. Social Policy, CSD, Child Protection) and work closely with relevant colleagues to support knowledge sharing and data related works of the Education Section in particular and UNICEF Indonesia in general.

Results/Expected Outputs • Final draft of the SDG4 Mid-term Review Report. • Reports or advocacy materials on data analysis and other data support provided for UNICEF supported programmes in education sector. • Updated SDG4 data inventory including improvement made to the initial database. • Quality mid term and annual education section reporting and a well articulated and con-textualised Annual Work Plan. • Updated OOSC database (national and sub-national) as well as other education database needed for UNICEF supported programmes in education sector. • Technical assistance for the integration of ECD Index into the national household survey (Susenas) • Technical assistance for the implementation of Non-Formal Education (NFE) review as well as its report development. • Report on nationwide monitoring on the impact of COVID19 on OOSC issues including database and presentations of the monitoring results. • Trend analysis on education sector financing in Indonesia with an emphasis on equity lenses. • Compilation of all education quantitative data analyses as well as any suggested follow up actions to address identified problems. • Effective and timely support for internal knowledge sharing and data related works as needed by Education section in particular and UNICEF Indonesia in general.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

-National UN Volunteer Specialist receives approximately IDR 8,237,403.08 as Monthly Living Allowance. -Provided with assignment travel cost and entry lumpsum if applicable. -Enrolled in health, life, disability insurance. -Applicable dependents (primary family unit, up to 3) are eligible for health insurance. -Entitled to annual leave, 2.5 days per month. -Provided with exit lumpsum to support transition at the end of assignment.
