This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

In 2018, Generation Unlimited (GenU) was launched by UNICEF and partners to promote Public-Private-Youth Partnership to support young people acquire skills and connect them to opportunities for employment, entrepreneurship, and social impact by 2030.

Rwanda is one of the pioneer champions of GenU in Africa. Under the leadership of the Min-istry of Youth and Culture (MYCULTURE) and close collaboration with the Rwanda Devel-opment Board (RDB), Rwanda aims to enhance the transition of young people from school to work. In view of this, Rwanda plans to adopt the Passport to Earning (P2E) platform (https://www.generationunlimited.org/passport-earning) launched by GenU to provide young people with free, job-relevant skills and employment opportunities. The United Na-tions Volunteer will support customization, deployment, and rollout of the P2E platform to enable access to skills and employment opportunities for Rwandan young people.

Under the direct supervision of the Education Specialist and technical guidance from Tech-nology for Development Specialist, the UN Volunteer will undertake the following tasks: • Support development and deployment of the Passport to Earning (P2E) platform for Rwanda, providing technical assistance and operational support in localizing the technology, curating content, coordinating various actors, supporting staff of partners, and ensuring deployment and user success. • Support sourcing and uploading content in collaboration with Education Staff and government agencies, creating categories, courses, and lessons, and providing analytical re-ports from data aggregated by the platform. • Support in the collection, analysis and sharing of data and information on implementation of related digital learning initiatives; synthesize and share lessons learned for knowledge development and capacity development of stakeholders • Troubleshoot technical, platform-level hardware and software issues with country teams and in coordination with global and regional Learning Passport (LP) teams and technical partners. • Work closely and collaboratively with internal and external colleagues and partners, serving as the key focal point for the P2E, to ensure the successful implementation of the platform. • Scope complementary ICT for learning and education technology tools that could be integrated to support LP/P2E related technology efforts. • Collaborate with other sections and stakeholders to support the development of digital safety guidelines and an effective strategy to promote P2E use among young people and partners including the private sector • Review and provide inputs to monitoring tools and exercises for internal and external stakeholders and partners of the P2E planform • Manages internal and external communication channels for the P2E, providing inputs to update/share information on social media or UNICEF blogs.

Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

• Experience in design and implementation of digital learning programmes
• Digital Learning, Technology for Development (T4D) and/or information system development, including mobile and web-based applications, with manifested capacity to manage programmes involving many stakeholders. • Experience in monitoring and evaluation of projects with multi-partner engagement. • Proven training and capacity building skills for a range of stakeholders. • Experience working with government partners is an asset. • Experience managing user-driven design processes in software development and support is an asset.

Kigali, the capital of Rwanda, has undergone an incredible period of rejuvenation and stability that is clearly visible the moment you step out into this beautiful city.

Concerning transport, even though motorcycle taxis are not recommended, they are the fastest way to get around this metropolis. Helmets are provided, but it is better to have your own helmet. You can also take a standard taxi. Those with a yellow stripe will be run by individuals, while the majority will belong to either Kigali Taxi Service (3122) or Kigali Airport Taxis (476586). Public transportation is the cheapest way to get around Kigali, and many of the buses are new and well-maintained. You can also take these buses farther afield; expect to pay a fare based on distance. Transport prepaid cards are available for passengers at each bus station, and you can load a minimum amount of two hundred Rwandan francs (200RWF). If public transport isn’t your style, cars are available for rent or purchase in Kigali. Major investment has been made in infrastructure, including roads, and congestion in this city has never been particularly bad. Accommodations are found easily and at the relevant standards and recreation infrastructures (swimming pools, aerobics, etc…) can be found in the various places. Shops and markets are available with necessary items including imported goods, home furnishings and electrical appliances and vehicles spare parts. Public and private health facilities are available in Kigali and some of them such as King Faisal Hospital, Legacy Clinic, Hôpital la Croix du Sud, etc …work with CIGNA insurance. The above Hospitals have necessary health equipment; ambulances, adequate health services and can handle any emergency.

Kigali is an exceptionally safe city. However, in case of emergency, there are several emergency numbers in Kigali, so be sure to know which to call. You can reach the police on a special line by dialling 999. Fire fighters can be reached at 111 and the emergency services are at 112. If you have or see a traffic accident, call 113.

The contract lasts for the period indicated above with possibility of extensions sub-ject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. The Volunteer Liv-ing Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications, and other basic needs.
