JOB DESCRIPTION

Position: Education Project Officer (EIE)

Reports to: Field Office Coordinator

Supervision of: N/A

Duty Station: Kajo-Keji

Travels. Field based

The Norwegian Refugee Council (NRC) is an Independent Humanitarian Organization. Our task is to improve international protection of refugees and internally displaced persons, and to offer humanitarian assistance regardless of race, nationality, or political views. NRC has been working in South Sudan since 2004. Our core activities include Education, shelter and WASH, Food security and Livelihoods & FSL), and information, Counselling, and legal Assistance (ICLA).

Role and responsibilities

The purpose of the education officer is to carry out the education project activities as per the agreement with the donors and NRC guidelines.

The education in emergency project officer will actively participate in Program development and implementation of UNICEF funded project.

Generic Responsibilities

  • Adherence to NRC policies, guidelines, and procedures
  • Contribute to education strategy development, project proposals, and provide inputs on needs and gaps.
  • Manage and implement delegated portfolio of education activities (activities, procurement, project documentation and reporting) as delegated from the line manager in line with proposals, strategies and donor requirements and ensure high technical quality.
  • Ensure proper filing of documents.
  • Break down the annual operational plans into weekly, monthly, and quarterly implementation plans.
  • Prepare and provide regular progress reports to the line manager including other documents as required by management.
  • Ensure that projects target beneficiaries most in need of protection, explore and access new and better ways to assistance.
  • Promote and share ideas for improvement and necessary changes in the activities.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Promote the rights of IDP/returnees in line with the advocacy strategy.

Specific responsibilities

  • Conduct assessments, responses, and coordinate with stakeholders.
  • Conduct community mobilization to get children back to school especially girls and other marginalized groups.
  • Works to identify, mobilize, and train PTAs/SMCs including teachers.
  • Train SMCs/PTAs- in their roles in the targeted primary schools.
  • Follow up with procurement team on the needed items to be bought.
  • Works to ensure child and gender friendly, conflict sensitive EIE response at all phases.
  • Document reconciliation, archiving and scanning i.e., Waybills, PRs GRNs Clearances, reports, distribution lists, etc. and store them in the office 365 filling tree regularly.
  • Plan, monitor and evaluate the emergency education activities.
  • Coordinate with the education protection and WASH team.
  • Follow the project guidelines and specifications all the time.
  • Provide inputs on case studies, best practices and lessons learned from implemented activities.
  • Establish and maintain relationship between the community/ beneficiaries and the organization through effective coordination in the field.
  • Represent NRC on field level education activities.
  • Take responsibility for any materials, tools, vehicles, communication equipment provided by NRC
  • Any other task relevant to the position as requested by the supervisor

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Other CCS (LFS, EIE, Protection, ICLA, WASH and Shelter)
  • Support (Finance, Procurement, M&E, Logistics and Security)
  • Other stakeholders (RRC, Local authorities, LC, pipeline, etc.)

Staff: No,

Stakeholders: Key external stakeholders the post has relationships with UN agencies, INGOs, NNGOs, Education Cluster, state focal points, local authorities, Community representatives, Donors, ERRM Consortium partners and lead, etc.

Budgets: UNICEF

Information: GORS, Weekly, BI-Weekly, Quarterly, Interim, and final reports, project proposals, intranet.

  • Minimum first level university degree in relevant and related field.
  • Minimum 2 years of experience from working in a humanitarian/recovery context and specific

Experience in education.

  • Experience in protection mainstreaming, desirable.
  • Experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal. Knowledge of local language and context will be an added advantage.

Context/ Specific skills, knowledge, and experience:

  • Ability to initiate, develop, plan, and implement an integrated Programme.
  • Experience in community mobilization and conducting outreach activities.
  • Excellent communication (spoken and written) skills, including the ability to explain and present technical information.
  • Political and cultural awareness and experience of working where insecurity is a major issue
  • Ability to work independently in a result oriented multi-tasking and multi-cultural environment and manage conflicting priorities.
  • Sensitivity to the needs and priorities of disadvantaged populations (minority groups etc.)
  • Demonstrated experience of integrating gender and diversity issues

Duty Station and Living Conditions

This position will be based in Kajo-Keji County and will require the staff to travel inside and within different areas of Kajo-Keji County and its vicinity.

As the position is for South Sudanese nationals only, the employee will be responsible for finding his or her own accommodation and welfare.
