The portfolio of the Education Manager, P4, FT, based in Sana'a is a large one with focus on upstream work within the Education sector, including overseeing the GPE Unit and Quality Education Units among others.

The incumbent of this post will have to work on the one hand within the sector with a short, mid and long-term vision (work on the Transitional Education Plan, including ensuring linkages are being made to sector wide initiatives and UNICEF-supported programming, Capacity Development, Policies and Frameworks, Standard Setting for Education, Evidence Generation, Data systems such as Education Management Information System (EMIS) and Financing related issues

How can you make a difference?

The person will also oversee and give guidance to the GPE unit and the Quality Education Unit. For the latter, experience related to Curriculum work, Learning Assessments, Measurement of Learning Achievements is required. Under the Quality component, the incumbent will oversee also cross-sectoral work, including WASH in schools and Adolescent components:

  • Overall sector support and strengthening (Policy Dialogue, linking transitional planning with ongoing initiatives, linking with development with humanitarian planning, strengthening partnerships, re-establishing trust between sector partners and donors, pushing forwards the Education agenda in line with UNICEF's mandate, accelerate implementation at scale, leveraging etc.)
  • Quality Education + ensuring the Learning Agenda can be driven forward in line with UNICEF's strategic plan
  • Support the section with increased and strengthened programming, planning, monitoring (incl. overall contribution management and risk-informed programming)
  • Guidance and oversight of units working on sector wide initiatives, particularly GPE and to some extent Education Cannot Wait (upstream levels) - this is important to avoid reputational risks and accelerate programming.

To make a difference, the Education Manager will perform the following key responsibilities or functions:

1. Management and advisory support to the Chief of Education

2. Programme development and planning

3. Programme management, monitoring and quality control of results

4. Advisory services and technical support

5. Advocacy, networking and partnership building

6. Innovation, knowledge management and capacity building

To qualify as an advocate for every child you will have…

1****. Education:

An advanced university degree in one of the following fields is required: education, economics, psychology, sociology or another relevant technical field.

2. Work Experience:

  • A minimum of eight years of professional experience in programme planning, management, and/or research in education is required.
  • Familiarity/background working in a large and complex emergency environment is required.
  • Demonstrated ability to drive results for impact in a complex emergency environment is required.
  • Managerial experience on the management of large teams is required.
  • Experience in education programme management is required.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.

3. Technical Competences:

  • Good understanding of the overall global development context
  • Good knowledge of global developments in education and international engagement strategies
  • Good ability to support policy dialogue
  • Good education sector planning knowledge/ability
  • Good education and policy sector analysis capacity
  • Good ability to support engagement with partners
  • Good understanding of gender and inequity issues
  • Good understanding of policies and strategies

4. Language:

  • Fluency in English is required.
  • Knowledge of Arabic will be considered as an asset.
