UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao.

The education programme covers early childhood education, primary education and adolescents learning in the non-formal system with a focus on inclusive and quality life-long learning.

How can you make a difference?

Under the supervision of the Chief of Education and Education Outputs Managers, the intern will conduct budget and financial analysis of the Government’s Early Childhood Care and Development (ECCD) initiatives and support the project design of new digital learning initiatives.

Main tasks and deliverables include but not limited to:

  1. Review ECCD Strategic Plan 2019-2030, its investment plan, and government budget for ECCD.
  2. Interview ECCD government officials (from different Departments) and UNICEF specialists.
  3. Identify key priorities for the advocacy of increasing ECCD budget in the period 2022-2024 and prepare a policy report with the technical/quantitative justification.
  4. Prepare a convincing presentation with the recommended budget increases for ECCD in 2022-2024, aligned to the key priorities previously identified.
  5. Support the preparation and implementation of digital learning initiatives and schools reopening initiatives, with a focus on the M&E components and the analysis of lessons learned from international experiences.

To qualify as an advocate for every child you will have…

  • Be enrolled in an advanced/undergraduate university degree (Master’s or higher) in Public Policy, Public Administration, Public Affairs, Education, International Education, Education Policy or related fields.
  • A relevant background in budget analysis and/or in the education sector.
  • Developing country work experience is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Have no immediate relatives (e.g. father, mother, brother, sister) working in any UNICEF office.
  • Have excellent verbal and written communication skills.
  • Have strong analytical skills, with knowledge of budget analysis
  • Be proactive and resourceful.
  • Be action-orientated, driven to achieve results.
  • Be a great team player.
  • Have a hands-on, innovative approach to problem solving and able to see new, creative ways around obstacles.
