You have:

  • Master's degree or equivalent in education, statistics, social sciences, international development, humanitarian response or a related field.
  • Minimum 2-3 years of progressively responsible relevant experience in the field of education.
  • 2-3 years of relevant work experience in the field of international development with a focus on education in emergency.
  • Experience in complex emergencies and with either the UN and/or NGOs strongly preferred.
  • Fluent in French and English; Arabic is optional with working knowledge.
  • Strong qualitative and quantitative research skills for evidence generation is an asset.
  • Proven experience of high-quality report writing and documentation.
  • Strong facilitation and training skills.
  • Resourcefulness, flexibility, creativity, and the ability to prioritize large amounts of work while under pressure.
  • Excellent communication, analytical, facilitation, and presentation skills.
  • Politically and culturally sensitive, with qualities of patience and tact.
  • Knowledge of the context of Mauritanian and/or Malian education is an asset.

Contract

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

The overall purpose of the assignment is to ensure a coherent and effective education response by mobilizing groups stakeholders to respond in a strategic manner to a humanitarian crisis. The role of the Education in Emergency/Information Management Officer, is to ensure effective education management and analysis for effective strategic decisions on the impact of the response. Under the guidance of the Chief Education (P4), the UNV, based in Nouakchott will work in close collaboration with the UNICEF Education team members and the staff based in the field office in Bassiknou, in order to provide technical expertise in assessing, planning, implementing, monitoring and coordinating the Education in emergency response in Mauritania.

Assist the Education in Emergency Working Group (EiEWG) identifying and draft documents reflecting humanitarian needs and response gaps in order to ensure a more effective inter-agency response.

Provides training on data collection, analysis and management to government counterparts and EiE partners on a regular basis.

Map out, maintain information on all current and potential EiE partners, their capacities and areas of work.

Provide programme information for the production of EiE advocacy materials.

Work with EiE partners to have a well-prioritised plan of information management activities that provide all the relevant and strategic information needed to manage the EiE activities, and achievement of sector targets.

Development and maintenance of standardized databases which can be used to capture relevant information for monitoring and planning purposes.

Identify innovative ways for sharing information within the EiE working group members and regularly share sector information with partners and relevant stakeholders as necessary.

Share with partners on a monthly basis the collated country/region/partner-wide education statistic against agreed performance indicators.

Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and country office partners/donors on interpretation, application and understanding of UNICEF policies, strategies, processes and best practices and approaches on education and related issues to support program management, implementation and delivery of results.

Actively monitor programs/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.

Qualifications/Requirements

Required degree level:

Previous experience in education in emergency and information management

Required experience:

Experience remark:

2-3 years of relevant work experience in the field of international development with a focus on education in emergency;

Minimum 2-3 years of progressively responsible relevant experience in the field of education.

Experience in complex emergencies (especially protracted refugee crisis) and experience with either the UN and/or NGO strongly preferred.

Technical experience and knowledge in the area of EiE response, including bottleneck analysis, monitoring and evaluation, supply management and partnership coordination.

Strong qualitative and quantitative research skill for evidence generation is an asset.

Proven experience of high quality report writing and documentation.

Strong facilitation and training are strongly preferred.

Resourcefulness, flexibility, creativity and the ability to prioritize large amounts of work while under pressure in high hardship level duty station.

Excellent communication, analytical, facilitation, and presentation skills.

Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy

Knowledge of the context of Mauritanian and/or Malian education is an asset
