With over 850 indigenous languages and one f the most ethnically diverse populations, widespread poverty, and gender inequality make it hard for many children to realize their rights. In Papua New Guinea (PNG), UNICEF’s works effectively both ‘upstream’ (with governments) and ‘downstream’ (at the grassroots level) to carry out its mission through a programme of cooperation jointly developed with the government guides our work in the country.

How can you make a difference?

The consultant/individual contractor will assist the Madang and Morobe Provincial and District Offices of Education to implement the Education Emergency Response and Recovery Plan (EERRP) through projects supported by the Australian High Commission (AHC) and Global Partnership for Education (GPE). He/she will also collaborate closely with church agencies (CAs), civil society organisations (CSOs) and non-governmental organisations (NGOs) on the implementation of the EERRP detailed implementation plan and technical/knowledge products at the provincial, district and school levels.

This technical assistance will contribute to effective delivery of the EERRP and achievement of AHC and GPE project outcomes, including:

  1. The continuation of remote learning safely for those children who are learning from home
  2. A safe return of students and teachers to school
  3. Students and teachers to remain safe and able to teach and learn in school
  4. A resilient education system to future disasters and disruptions

The consultant will support the Madang and Morobe Provincial and District Education Offices, School Management and Staff as well as CAs, CSOs and NGOs in the implementation of the PNG COVID-19 Education Emergency Response and Recovery Plan at the sub-national levels focusing on the following tasks:

  • Support the AHC/GPE project implementation and priority actions in close collaboration with the Provincial and District Education Offices, School Management and Staff as well as CAs, CSOs and NGOs.
  • Liaise with Provincial and District Education Offices, School Management and Staff as well as CAs, CSOs and NGOs to ensure effective coordination and consistency in planning, implementation and monitoring & evaluation.
  • Support the development and implementation of technical/knowledge products that need to be produced as part of the EERRP and quality control of these products during production/adaptation.

As a champion for every child, you will have…

  • A completed university degree in the field of Social Sciences and/or Education is required.
  • A minimum of five years of relevant professional experience to include experience in working with sub-national government, churches, non-governmental organisations, civil society organisations, and United Nations agencies preferably in PNG; developing and managing partnership agreements such as PCAs/HPDs; and in the development and implementation of technical/knowledge products preferably related to education in emergencies.
  • Fluency in written and spoken English required
  • Computer literacy in Word, Excel, and PowerPoint.

Applicants are required to include in their applications a financial proposal which includes a lumpsum amount for consultancy fees, local transportation and other miscellaneous costs. Breakdown or details of the fee will be much appreciated.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
