The emergence of the pandemic COVID-19 and the security issues since December 2020 significantly weighed on the education system with most schools in the strongly conflict-affected remained closed because parents are reluctant to send their children to schools either because of the armed conflict or

the pandemic. Also, other schools remain closed because of lack of teachers or because of their occupation by armed groups including official army and their allies. Those 15 occupied Bouar schools are located as follows – 5 in the West - Bouar and Berberati areas, 3 in the Centre – Bambari, Grimari and 7 in the North and North-West. Situation has evolved since 2015. With the security issues related to the presidential elections in December 2020, many school infrastructures and decentralized education buildings were destroyed or looted, and the key actors and teachers fled to the Capital Bangui. Schools failed to resume in an organized manner according to an adjusted academic calendar.

The key achievements of the Education Cluster in the recent two years are the establishment of the Education in Emergencies (EiE) Unit in the Ministry of Education and its co-leadership by the Ministry and the Cluster, the involvement in resource mobilization with the Multi-year Resilience Plan (MYRP), the availability of the EiE Strategy document and coordination of the partners according to their operational presence in the fields.

The Cluster Coordinator actively organizes the Cluster meetings and activities as well as its visibility, participates to the Local Education Group (LEG). However, there is a need to continue building EiE capacity of the Cluster staff and participants, to support the development and strengthening of national systems, to plan for, coordinate and support the delivery of Education in Emergency (EiE) activities through the rolling out of the EiE action plan at all levels including the implementation of the Safe Schools strategy.

How can you make a difference?

The Education Cluster Coordinator has a double reporting line. She / He reports to both the UNICEF Representative for strategic guidance and general supervision and to the Chief Education for programmatic and administrative component. The incumbent will work in collaboration with the Ministry of Education, Education cluster and any other humanitarian bodies and agencies in CAR.

Core Cluster functions:

Supporting service delivery

• Provide a platform to ensure that service delivery is driven by the agreed strategic priorities;
• Develop mechanisms to eliminate duplication of service delivery.

Informing strategic decision-making of the HC/HCT for the humanitarian response

• Conduct needs assessment and gap analysis (across other sectors and within the education sector);
• Carry out analysis to identify and address (emerging) gaps, obstacles, duplication, and cross- cutting issues;
• Ensure prioritization, grounded in response analysis.

Planning and strategy development

• Contribute to the review of the 2020-2029 education sectoral plan, monitor the implementation objectives and indicators directly support realization of the HC/HCT strategic priorities;
• Strongly ensure application and adherence to existing standards and guidelines;
• Clarify funding requirements, prioritization, and Cluster contributions to HC’s overall humanitarian funding considerations (HRP, CHF, CERF).

Advocacy

• Identify advocacy concerns to contribute to HC and HCT messaging and action;
• Undertake advocacy activities on behalf of Cluster participants and the affected population;
• Coordonate advocacy for resource mobilisation to support the implementation of Cluster’s EiE strategy and the operationalisation of the action plans.

Conduct monitoring and reporting the implementation of the Cluster strategy and results as well as recommending corrective action where necessary

Support contingency planning/preparedness for recurrent disasters whenever feasible and relevant.

Ensure accountability to affected education population.

Education

• University degree, preferably at an advanced level, in a subject area relevant to the Cluster work: Education, social sciences, development, psychology, political science, international relations
• Formal training in Cluster coordination a strong advantage.

Professional work experience

• At least 5 years progressively responsible humanitarian work experience with UN and/or NGO, including programme management and/or coordination in the first phase of a major emergency response relevant to the Cluster.
• Extensive work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience.

Language requirements

• Fluency in French and English are required
