TITLE: Sub National Education Cluster Coordinator TEAM/PROGRAMME: PDQ LOCATION: South Kordofan GRADE: INT 3 CONTRACT LENGTH: 1 year

CHILD SAFEGUARDING:

Level 3: √ the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The purpose of the Education Cluster Co-ordinator position is to ensure a coherent and effective response to education needs being addressed by agencies engaging in Education interventions, as required by the activation of the United Nations Cluster System in Sudan. The Education Cluster Coordinator will lead this initiative by working closely with the education stakeholders (children, families, communities, authorities, education institutions and INGOs and UN agencies) to provide an effective, timely and strategic collective response to the current situation.

The Education Cluster Co-ordinator will work impartially, serving the needs of all members of the education cluster, and should work closely with UN OCHA coordination staff, UNICEF – Co-lead Agency and other country cluster coordinators and education partners. The education cluster is accountable to the Humanitarian Leadership Group and Humanitarian Coordinators through the lead agencies (Save the Children and UNICEF).

It may be necessary to facilitate the set-up of clusters at sub-national level and to work with/supervise dedicated information management staff. As SCI Education Cluster Coordinator, as Co-lead Agency will also closely work with UNICEF Education Cluster Coordinator in humanitarian emergency response pertaining to education in emergencies.

KEY AREAS OF ACCOUNTABILITY:

Cluster Coordination:

  • Assume overall responsibility for co-leadership of the Education Cluster with UNICEF Education Cluster Coordinator.
  • Work closely with the UNICEF Cluster Coordinator and other sector partners to be able to establish processes and protocols (and lead the implementation) on the different areas of the education Cluster work where SCI assumed leadership roles.
  • Work closely with other key members of the Education Cluster, including school officials, National, Provincial Ministry of Education/Local Governments, OCHA, UNICEF and all other cluster members.
  • Work closely with UNICEF Education cluster coordinator in the mounting and implementing education in emergencies response to crisis affected boys and girls in selected areas in Sudan
  • Secure commitments from humanitarian actors responding to or supporting the emergency response.
  • Support both multi-sector and education specific needs assessments and utilise existing secondary to inform sector response planning.
  • Lead updating of the Education Cluster work plan, and co-ordinate the harmonisation of response activities, ensuring that activities prevent overlap and duplication.
  • Ensure that inter-agency response strategy for Education reflects key findings from needs assessments, identifying gaps, and formulating a sector-wide interagency response plan, taking into account the cross-cutting areas from other sectors or clusters
  • Ensure that information is shared amongst cluster members, and that information from other sectors and clusters is made available to cluster members in order to improve planning, integration and implementation by closely working with Information Management Officer and supporting the collection and analysis of 5Ws
  • Represent the education cluster at different relevant fora and advocate and mobilize resources for the needs of crisis affected children in Sudan
  • Ensure clear and effective communication occurs between the national cluster and Sub-National Clusters.
  • Contribute to regular OCHA sitreps, and take an active part in OCHA co-ordination meetings.
  • Ensure education is explicitly included and prioritized in all multi-sector assessments and reports, including OCHA Sitreps.
  • Ensure cluster members are aware of relevant minimum standards, policies and guidelines with apply to all agencies.
  • Involve in humanitarian programme cycle (humanitarian needs overview and humanitarian response planning) throughout the process
  • Track and monitor cluster members fundraising for Education specific interventions, and ensure that members are aware of funding opportunities.
  • Consult and identify how the education cluster should facilitate the move towards early recovery and plan an exit strategy for the cluster.

Capacity Building:

  • Where appropriate, ensure that capacity building of country programme staff occurs in order to ensure on-going sustainability and quality of the response
  • Identify learning and training opportunities for Education cluster members and work in increase capacity in preparedness and response within the cluster

General:

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Display neutrality and act as the representative of all education cluster members.
  • Develop and maintain a strong and positive relationship with UNICEF, our education cluster co-leads
  • Develop and maintain a strong and positive relationship with Education Donor Groups, Ministry of Education, Education Cluster Partners and Humanitarian Organisations (International and National) and other colleagues supporting education in emergencies in Sudan

    QUALIFICATIONS AND EXPERIENCE

Advanced university degree (MSC/MA in education, psychology, sociology or other social science field is required.

Work Experience

  • At least five years of progressively professional work experience at national and international levels in programmes relevant to Education in Emergency
  • At least three years solid experience in education cluster coordination
  • Developing country work experience
  • Prior experience of working within a senior management role or cluster coordination within a complex country programme in an emergency response or fragile state
  • Previous first phase emergency response experience is essential
  • Excellent communication skills, including ability to facilitate diverse groups.
  • A high level of written and spoken English
  • Demonstrable ability to work and represent views across different stakeholders taking part in the Education Cluster.
  • Experience of high-level co-ordination and chairing of meetings.
  • Demonstrable understanding of international humanitarian response and co-ordination mechanisms.
  • Understanding of opportunities to provide integrated or cross-cutting humanitarian interventions with other sectors and Clusters

Language Proficiency
