Duties and Responsibilities

BACKGROUND AND CONTEXT For nearly seven decades, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) has been steadfast in its mission to ensure that Palestine refugee children have access to quality education. This commitment is rooted in the belief that education is essential for empowering children and youth to reach their full potential, enabling them to become active citizens and succeed in a complex, evolving world. Operating 711 elementary and preparatory schools across five Fields of operations, plus eight secondary schools in Lebanon, UNRWA provides free basic education to nearly half a million Palestine refugee children. The agency also offers vocational training and higher education through eight vocational training centers (VTCs) and two educational science faculties (ESFs) teacher training institutes in the West Bank and Jordan. In the face of operational challenges, including the Gaza blockade, West Bank occupation issues, the Syria conflict, unstable conditions in Lebanese refugee camps, and high poverty in Jordan, UNRWA's education program emphasizes quality, inclusivity, and equity. The Education Reform initiated in 2011 has notably enhanced teaching and learning quality, academic achievements, and reduced dropout rates. UNRWA's medium-term strategy (2016-2021) and its education in emergencies approach further sustain and enrich education reform efforts, ensuring positive impacts on education outcomes amid these adversities. Amidst this backdrop, UNRWA - HQA seeks an education consultant for its Curriculum Unit to support the organization's efforts in enhancing the quality and effectiveness of its educational resources. The consultant will play a critical role in organizing learning materials developed by subject experts, working closely with the Curriculum Team to improve the creation and review processes of digital learning materials. Additionally, the consultant will assist in various education-related and operational tasks, ensuring that education materials align with UNRWA's principles and values and host country curriculums, thereby supporting the continuity of education rights for Palestine refugees in these challenging contexts. OBJECTIVE OF THE CONSULTANCY This position's purpose is to support the Department of Education on a range of education-related strategic and operational tasks. The incumbent will work under the direct supervision of the Senior Curriculum Advisor and will operate within the context of the Agency-wide Education Programme. The consultant will work with colleagues in the different education units at HQ Amman and with members of other Departments as required. She/he will also be expected to liaise with colleagues of the Education Programme in Gaza, Jordan, Lebanon, Syria, and the West Bank. DESCRIPTION OF DUTIES AND RESPONSIBILITIES Coordinate communication, fostering effective collaboration between field offices, external partners, and curriculum colleagues. Participate in content quality assurance by reviewing and proofreading materials to ensure accuracy and alignment with educational objectives. Collaborate with the development team to ensure the DPLII's user interface is user-friendly and intuitive, providing input on instructional design to enhance the overall learning experience. Assist in drafting comprehensive reports on curriculum development and DLPII progress, incorporating feedback from the team for continuous improvement. Support developing comprehensive training materials for educators, parents, and children using digital content such as learning cards. Support the organization and maintenance of material databases, ensuring accessibility and relevance. Assist in data collection and analysis to monitor user engagement and platform usage. Undertake thorough research on digital learning trends, providing in-depth analysis to inform decision-making processes related to the platform's enhancements. Write detailed minutes for department meetings and workshops, supporting units with comprehensive follow-ups on action points as needed. Support the preparation of briefing notes and presentations for department meetings and events, ensuring accuracy and clarity. Collaborate on prioritizing materials for digital conversion, considering their relevance and impact. Coordinate meetings, workshops, and training sessions, ensuring smooth logistics and effective communication

Qualifications/special skills

MINIMUM QUALIFICATIONS AND EXPERIENCE An advanced university degree (Master's) from a nationally or internationally accredited educational institution in international development, social sciences, or related fields is required; alternatively, a bachelor's degree accompanied by 3 years of relevant experience in the same areas is acceptable Candidates holding a master's degree should have at least one year of relevant experience, whereas those with a bachelor's degree are expected to have a minimum of three years of experience. Preference will be given to applicants with experience in international humanitarian or development organizations. Proven track record of experience in education programs Fluency in spoken and written English. Superior drafting ability in English is required. COMPETENCIES Excellent communication and coordination skills; Proven ability to operate in a challenging and dynamic environment; Cultural, gender, religion, race, nationality, and age sensitivity and adaptability; Ability to identify priority activities and assignments; Ability to establish and maintain effective working relations with colleagues and others in a team environment; Proven critical thinking, creativity, and analytical skills; Proficiency in computer applications including internet, word processing, spreadsheets and databases; Ability to support the coordination of strategic planning, monitoring, and reporting. DESIRABLE QUALIFICATIONS Previous experience with UNRWA or another UN agency; Knowledge of Arabic; Previous experience working in the region.

Languages

Fluency in spoken and written English.

Additional Information

CONDITIONS OF SERVICE The consultancy will span a period of six months; This consultancy is open to both local and international applicants; The remuneration for this consultancy will be based on our local salary scale applicable to grade 13; The consultant will be based in Amman.
