Job Description

Background:

The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery, and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Position Overview:

The International Rescue Committee (IRC) is seeking a dynamic, analytical, and highly motivated individual for the position of MEAL Manager for the Child Protection and Education (CPE) sector. The ideal candidate has worked for an NGO in the programs department (e.g. design, management, monitoring and evaluation) and has concrete experience with monitoring and evaluation, and tracking systems and processes. The MEAL Manager contributes to overall Child Protection and Education program quality through the implementation of enhanced monitoring and evaluation, accountability, and learning strategies; the emphasis is on streamlining processes and tools for efficiency, effectiveness, and sustainability throughout the project cycle across the Child Protection and Education grants. This position is based in Addis Ababa but will require frequent travel to the field offices and intervention areas/refugee camps. The MEAL Manager will report to the Senior CPE Coordinator and Senor MEAL Coordinator through IRC Management in Partnership Model (MIP). This position will also work closely with MEAL Managers, officers, and assistances in the field offices.

Duties and Responsibilities:

Accountability and Monitoring Systems

- Establish and maintain strong MEAL systems and practices in CEP department that are in compliance with the IRC MEAL strategy, global guidelines and standards, encompassing all project implemented by IRC as well as programs implemented in partnership with partners. - Ensure that all project under CEP sector is properly tracked and monitored by using IRC standard tool/or project specific monitoring tools and carry out Data Quality Audit to check the Completeness, Correctness and consistency of the data and provide recommendation for Country and the field office program team. - Provide MEAL technical assistance to CEP program teams and provide technical inputs into the design, implementation and close-out stages of program management, (i.e. measurement methodologies, plans and tools, and data collection, quality assurance, data management and analysis) - Support the implementation of internal or external program evaluations - Work closely with the Senior MEAL Coordinator to identify data management platforms or data management gaps to develop and apply (digital) technology solutions for the CEP sector. - Support Education and Child Protection staff in mobile data collection; using Kobo Collect, CommCare and the IRC apps to collect and analyze data on parenting interventions, classroom observation, Social and Emotional Learning assessments, IDELA, SAFE, etc. - Work closely with the Senior Client Responsiveness manager and field MEAL officer/assistants for ensuring that the latest and most developed CR practices are in place and client feedback are systematically collected, recorded, analyzed and utilized for CEP program adaptation, learning and to inform future program designs and decision making. - Ensure that Theories or Change (TOCs) and Logical frame works (Logframes) of all newly developed proposals are based on the country program strategy and CEP priorities; - Ensure that all CEP sectors projects Indicators are tracked and reported on a monthly basis into the Sector Data Management System and regularly monitor the project performance against target and give update for the Country office and field office program team and GU as required. - Ensure client counting on a quarterly basis of gender and age disaggregated overview for Education and Child Protection grants. - Advise Education and Child Protection staff on using BOX for data management and storage including the Child Protection Information Management System, in collaboration with IT and the CPE Coordinator. - Contribute to the rollout of IRC global strategic initiatives related to measurement and accountability (i.e. IMPACT, Monitoring for Action, Outcome and Evidence Framework), and enable reporting against IRC global standards and requirements.

Assessment, Learning, and Documentation

- Ensure relevant, timely, and quality support to the field office on assessments and evaluations; i.e. support in developing the survey tools, data analysis and report writing. - Attend and participate in semi-annual meetings with other MEAL Managers, and Senior MEAL coordinator on project monitoring and learning updates, achievements, new developments, challenges. - Contribute to the greater sharing and use of data (including client feedback data), research and learning within CPE sectors, to ensure interventions are responsive to needs and informed by a sound understanding of the humanitarian context in project intervention area. - Capture, Store and share/dissemination key findings stemming from monitoring, assessment, and other learning activities and organize and support culture of learning that is focused on using data for making programmatic and evidence-based decisions. - Document and disseminate best practices across Education and Child Protection programs. - Support/facilitate the development of human-interest stories in collaboration with Education and Child Protection Managers and in close collaboration with IRC’s communication personnel. - Track and ensure organized, comprehensive electronic filing of documented findings/analyses using BOX. - When appropriate/applicable, facilitate and participate in information sharing opportunities among IRC education and child protection programs and other sectors /partners/donors.

Capacity Building

- Facilitate capacity building for Education and Child Protection staff on skills and knowledge related to M&E and accountability and learning, including related IRC global initiatives. Relevant topics may include but are not limited to, designing monitoring tools, analyzing monitoring data, conducting assessment/ evaluation, and implementing client responsive and feedback mechanisms. - Conduct visits to sub-offices and intervention areas to provide training, technical assistance, and support, as well as to ensure that accountability and learning tools and strategies are understood and being implemented effectively.

Qualifications

- Bachelor’s degree in social sciences, systems science, information management and/or other relevant fields. - Minimum of four years of relevant professional work experience; preferably in an international NGO, in similar role/with similar responsibilities. - Demonstrated understanding of direct monitoring and evaluation experience, specifically in the humanitarian and development context. - Demonstrated experience developing tools and systems for, and building capacity of others in skills related to, program tracking and documentation. - Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation. - Knowledge of monitoring Education and/or Child Protection programs. - Demonstrated experience of implementing beneficiary complaint and feedback mechanisms. - High proficiency in Microsoft Word and Microsoft Excel. - Preferred knowledge of mobile data collection tools such as Kobo Collect, CommCare, Power BI etc... - Familiarity with information management systems and analysis software is a plus. - Effective, high-quality communication, writing, and interpersonal skills are essential.

Time frame ----------

The length of the posting is for one year initially but could be extended, contingent upon satisfactory performance and funding.
