Background

UN Women office in Bosnia and Herzegovina (BiH) was established in 2008 to provide support to governmental and non-governmental partners to implement existing international and national commitments to women’s rights and gender equality. UN Women is working in several corporate impact areas with partners from both public sector, civil society and other UN Agencies, focusing on Women’s Economic Empowerment, Ending Violence Against Women, Gender Responsive Governance and Women, Peace and Security. The convening power of UN Women was re-confirmed during the national Beijing+25 Review Process in 2019, and UN Women support to the implementation of the three iterations of the BIH Gender Action Plan. UN Women is uniquely positioned to support the implementation of national priorities by both government and CSOs. Additionally, within UNCT, UN Women is strongly positioned to lead on the issues related to gender equality and empowerment of women. Operationally the comparative advantage for the formulation and implementation of development interventions within its mandate was raised in 2014 by the transitioning of UN Women presence from project office to country office.

UN Women BiH’s Strategic Note (SN) 2021 - 2025 is a forward-looking document that underscores the integrated nature of the Country Office (CO) programme and is fully aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021 - 2025. The SN outlines the overall strategy and plan of action for the CO and includes a Development Result Framework (DRF) focused on plans, and Organizational Effectiveness and Efficiency Framework (OEEF) focused on coordination mandate and operations, each with expected results and targets/ indicators/baselines.

UN Women has a significant commitment and involvement in joint programming with the key sister UN Agencies. This commitment is underpinned with the vision of common approach and joining the comparative advantages of UN agencies to achieve synergetic work in support to greatest impact for women and girls in the country.

The UN Women Country Office in Bosnia and Herzegovina is seeking to recruit an International Consultant – editor/writer to support the drafting of GEWE Programme Documents. The International Consultant will work under the overall supervision of the UN Women Representative, and direct supervision of the Programme Specialist.

Development objective The overall development objective is to provide expert support developing programmatic vision and response to key gender equality and women’s empowerment challenges in the country.

Immediate objective To provide expert support to UN BiH efforts to develop a UN joint programming, to support the drafting of relevant documents in line with UN Women partnership and resource mobilization approaches.

Outputs Under the direct guidance and overall supervision of the UN Women Representative and the direct supervision of the Programme Specialist, the international consultant will undertake the tasks outlined in the section five below. To facilitate delivery of the above outputs, UN Women will provide consultant with available previous versions of the documents as well as relevant templates.

Required Skills and Experience

Education and Certification:

  • Master’s degree in human rights, gender, international relations, international development, international law, or other social science fields is required. – pass/fail

Experience:

  • At least 6 years of solid relevant professional experience in content writing, research, editing, creative writing, or related fields.- 30 points
  • Proven track record of previous work experience with UN System or other international organizations in similar assignments. – 30 points
  • Solid understanding of gender equality and women’s empowerment issues. – 20 points

  • Previous experience in writing Prodocs a strong asset. – 10 points

  • Excellent written and oral communication skills in English. – 10 points

Languages:

  • Fluency in English is required - Pass/fail
