Background

I. Organizational Context

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. In Turkiye, in line with its global Strategic Plan 2022-2025 and Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Turkiye (UNSDCF) (2021-2025), UN Women works in four thematic areas: (i) governance and participation in public life; (ii) women’s economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction. UN Women contributes to three UNSDCF outcomes: 1) Women and girls have improved and equal access to resources, opportunities, and rights, and enjoy a life without violence and discrimination; 2) By 2025, Persons under the Law on Foreigners and International Protection are supported towards self-reliance. 3) By 2025, governance systems are more transparent, accountable, inclusive and rights-based with the participation of civil society, and quality of judicial services is improved.

Towards these goals, UN Women Turkiye has actively been implementing programmes and projects since 2012 that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social, and economic life and combat gender stereotypes, discrimination, and violence, as required by international and national legal and policy commitments. In particular, UN Women Turkiye focuses on initiatives in 1) Women’s leadership and political participation 2) Ending violence against women and girls 3) Gender-sensitive refugee response 4) Gender-responsive planning and budgeting 5) Private sector partnerships and male engagement and 6) UN System coordination. UN Women Turkiye collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, opinion-makers and activists from different sectors, academia, private sector companies, media, development partners and other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

As part of the programmes and in the context of its global Communications and Public Advocacy Strategy, UN Women Turkiye carries out a variety of targeted communications, visibility, publicity, knowledge sharing, and advocacy interventions that aim to advance the implementation of its goals. In this respect, UN Women Turkiye is producing different types of communications and advocacy campaigns as well as knowledge and visibility materials for digital and conventional media platforms. In the same vein, UN Women Turkiye localizes UN Women’s global flagships campaigns and special events such as 16 Days of Activism between 25 November and 10 December, International Women’s Day – 8 March, the Day of the Girl Child – 11 October, and other international UN days.

In view of responding to the needs of the office for the above-mentioned purposes UN Women Turkiye Office seeks to hire an “National Editor” for providing timely and quality editorial services.

Duties and Responsibilities

II. Functions

Under the supervision of Communications Analyst of UN Women Türkiye Office and overall guidance of the Communications and Advocacy Team, the Consultant will provide editorial services when required (with advance notice). The consultant demonstrates a client-oriented approach, tact and ability to work with people of different national, cultural and ethnical backgrounds. The consultant ensures effective and efficient provision of services, full confidentiality in all aspects of assignment, management of information flow and follow-up on deadlines and commitments made.

The “Editor” will edit the UN Women knowledge products, including publications, brochures, briefs, factsheets, guidance documents etc., and ensure the content provided is up-to-date and relevant, they may ask for more information, key results, and additional materials. The editor is expected organize the content in a clear, concise and understandable way, using easy to understand and attractive language when necessary to outreach to larger audiences.

The following duties and responsibilities are indicative and subject to further detailing through specific service requests to be made by UN Women Turkiye Office during the course of the contract duration. Within the scope of the Assignment; the consultant is expected to provide consultancy services for the below listed generic activities:

  • Conduct editing of the Turkish and English language content of various materials and publications, as per UN Women Türkiye office needs. The editing should ensure the correct use of gender sensitive language and terminology, internal consistency in language use across UN Women publications and externally withthe accepted national terminology, both intellectual and stylistic, general readability and accessibility to the general public and a broad readership.
  • Undertake the editing of translated texts (primarily English to Turkish and occasionally Turkish to English), and make necessary revisions to ensure high quality translation in line with the above standards and criteria.
  • Make editorial suggestions for printed and designed materials such as brochures, newsletter, and booklets, etc.
  • Edit and revise texts for the website.
  • Support the UN Women team in developing catchy titles, slogans and reader-friendly language that would make the documents more marketable.
  • Conduct final quality control to ensure accurate, reader-friendly and high-quality text.
  • Work in close collaboration with UN Women Türkiye Office staff to ensure full compliance with the projects’ priorities and finalization of the documents on time.
  • Translating shorter documents when needed.

III. Deliverables and Payment Schedule

Expected Deliverables: Duration of the assignment is from 14 April 2023 to 31 December 2023. The Consultant is expected to spend up to 56 working days on non - consecutive basis throughout the assignment. The Assignment will include interim deliverables, which will be defined in the specific service requests to be made by UN Women to the consultant. The consultant will use his/her own equipment, hardware and software tools for delivering the services. The mentioned number of working hours has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women Türkiye Office shall be the only criteria for Consultants work being completed and eligible for payment(s). The Editor should comply with the Gender-inclusive language guidelines, Branding and Communication Guidelines, UN / UN Women context and other relative standards. The documents will be copyrighted to UN Women and any violation of copyright law will be pursued appropriately. Documents should not be used externally by the consultant. The consultant should not copy the content or text from any other document without referencing the respective source. The documents should not be subjected any to any copyright conflicts and plagiarism is not allowed.

Payment Schedule: The amount paid to the consultant shall be gross and inclusive of all associated costs such as social security, pension and income tax, etc. Payment will be done in separate installments upon delivery of services and monthly timesheets certified by respective programme managers no later than at the end of each quarter. The consultant’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Travel: This is a home-based assignment and no travel requirements are envisioned under this assignment. UN Women will not cover transportation cost within the duty station including the taxi costs. In case of an unforeseeable travel, the travel arrangements will be handled by UN Women as per the UN Women rules and regulations.

Mandatory Courses: The Consultant shall complete all the mandatory and further required UN courses, training and modules on time. Their certificates shall be submitted to the Hiring Manager during the contract preparation process. Please note that the required training courses could vary based on contract content and duration, the nature of the work and inclusion of travel. Hence, the Consultant is obliged to follow the instructions of his/her Hiring Manager upon which training modules to complete and when to complete them.

  • UN experience is an asset.
  • Familiarity with feminist terminology is an asset.
  • Proven record or writing and/or editing in the area of gender equality and women empowerment is an asset;
  • Proven record of editing reports and research in English and Turkish.

Language Requirements:

VIII. Evaluation of Applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation will be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

Using the following values:

p = points for the financial proposal being evaluated

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

An interview/written test may be used for the selection of best candidates.

Annex I: Price Proposal Guideline and Template The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal. 1. Daily fee The daily price proposal should indicate a “lump sum amount” which is “all-inclusive”; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price. UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments. 2. Travel costs Under this assignment in-country travel is envisioned. UN Women Turkiye Office will cover the organization and the costs of the consultant’s travel as per UN Women’s rules and regulations. UN Women will not cover transportation cost within duty station including the taxi costs. 3. Currency of the price proposal The applicants are requested to submit their price proposals in Turkish Lira.

Annex II: Price Proposal Submission Form To: United Nations Entity for Gender Equality and the Empowerment of Women Ref: National consultant for the provision of multimedia production services I, the undersigned, offer to provide professional consulting services to UN Women within the scope of the referred Assignment.
