Duties and Responsibilities Organizational Setting

The United Nations System has begun the process of developing its new United Nations Sustainable Development Cooperation Framework (UNSDCF) for the Central African Republic (CAR) as the current United Nations Development Assistance Framework (UNDAF+) comes to an end on 31 December 2022. The UNSDCF will be the United Nations reference document for planning and carrying out actions to support the implementation of the 2030 Agenda for Sustainable Development in CAR. Covering the period 2023-2027, it will govern the entire programming cycle organizing the planning, implementation, monitoring and evaluation of the collective action conducted by the United Nations System. As part of their activities, UN agencies, in collaboration with the Government and their international and local partners, implement activities aimed at improving the living conditions and well-being of the people living in CAR. In the interest of accountability to all stakeholders, the UN Country Team will publish periodic reports that will then be disseminated both within and outside of CAR's borders. These reports are advocacy tools for mobilizing additional resources from the country's Technical and Financial Partners to launch new initiatives and/or consolidate achievements. Five (5) reports will be published between January and September 2022. These are the report on the results of joint projects (Ezingo Fund), the Final evaluation on UNDAF+, the report on the results of the United Nations in CAR in 2021, the Common Country Analysis (CCA) and the United Nations Sustainable Development Cooperation Framework (UNSDCF). Among the support that the United Nations system offers to the Central African Republic, there is the accompaniment of the Secrétariat Permanent du RCPCA (SP/RCPCA), the framework for aid coordination, monitoring and reporting of all achievements made in the implementation of the Plan National de Relèvement et de Consolidation de la Paix en République centrafricaine (RCPCA). In this capacity, the consultant recruited will support the production and development of SP/RCPCA communication tools.

Based on the data reported by the agencies, particularly on the UN Info platform, the Resident Coordinator's Office (RCO), in conjunction with the agencies, will prepare the reports and make them available to the selected contractor. The Resident Coordinator's Office (RCO) will also make available images, tables, Excel files or links containing data that will be used to design graphical representations presenting the results in a synthetic manner and/or presenting trends. Productions under contract with the RCO are intended for free distribution and will be the exclusive property of the RCO. The successful contractor will report to Head of RCO and the RCO Communications Officer.
