Duties and Responsibilities
Background: The United Nations Economic and Social Commission for Western Asia (ESCWA) is providing technical support to Member States to strengthen labour market intelligence and promote evidence-based decision-making on skills and employment. Within this framework, ESCWA has initiated several analytical and capacity-building activities to assess labour market trends, identify emerging skill needs, and support the design of policies that foster inclusive and sustainable employment. In the Kingdom of Bahrain, ESCWA is collaborating with the Ministry of Labour to enhance labour market analysis and skills assessment using the ESCWA Skills Monitor. This collaboration focuses on aligning national labour market data with ESCWA’s analytical frameworks, identifying priority sectors and occupations, and developing insights on upskilling and reskilling needs. It also aims to build the Ministry’s capacity to apply data-driven tools for monitoring labour market dynamics and policy outcomes. This engagement complements another stream of ESCWA’s ongoing work on future skills benchmarking and spatial mapping, which examines skill demand patterns and labour market transformations across Arab countries. Insights from this analytical stream contribute to a coherent regional framework for skills intelligence and labour market analysis across member States. Duties and Responsibilities: Under the supervision of the Team Leader of Future of Work Project and the overall guidance of the cluster lead, the consultant will mainly deliver the following activities: 1. Develop a report on Bridging the Employment Gap: Evidence and Solutions for Women's Economic Integration in Bahrain 2. Develop a report on the skills gap analysis 3. Review a policy brief on future skills and benchmarking
Qualifications/special skills
A Masters degree in economics, statistics, econometrics, statistics, data science or related area is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 3 years of professional work experience in Economics, development or statistics is required.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in Arabic and in English is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
