The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a main office in Dhaka.

POSITION PROFILE

The primary objective of the Economic Recovery Specialist will be, under the overall supervision and guidance of Economic Recovery Manager, to develop/strengthen the capacity of DRC’s implementing partners (IP) and Community Based Organization (CBO) through guiding tools, facilitation, coordination, M&E, IEC materials/training curricula, preparing sub grants agreement as necessary. This position will contribute to design innovative concept notes and proposal for partners (IP and CBOs) and DRC, assessment/study, report writing and also is responsible for ensuring that the work of the team is compliant with donors and internal DRC reporting and accountability policy and procedures.

DUTIES & RESPONSIBILITIES

Technical Assistance for Partnership Management (Facilitation, Coaching and Coordination)

  • Provide Technical Assistance to DRC’s IPs, CBOs, and other civil society organizations (CSO) with appropriate tools for Livelihood and Economic Recovery (EcRec) Programme intervention.
  • Develop appropriate, user friendly/handy capacity development tools (Standard Operating Procedures-(SoPs), Terms of References (ToR), Technical Specifications (Tech Spec), guidelines, Templates-M&E, research tools) for IP/CBOs management aligned with DRC’s policies, strategic and operational principles.
  • Facilitate capacity development training/workshop/meeting to partners staff and coaching them whenever necessary to meet the gap.
  • Develop livelihood development training toolkits e.g. Develop teaching and learning materials, training curricula/ modules on selected skill/TVET with maintaining synergic linkages with other relevant actors/sectors/sub sectors -Livelihoods and Skill Development Sector (LSDS), Food Security Sector, Environment and Energy Technical Working Group (EETWG), Cash Working Group (CWG), etc.
  • Facilitate to carry our IPs/CBO evaluation as per requirement and prepare and submit a standard analytical report.
  • Facilitate CBOs with tools (develop governance system-by laws, grants management, registration, etc,).
  • Execute DRC’s graduation approach model in Cox’s Bazar under the guidance of line manager.
  • Coordinate IP’s/CBOs for ensuring to achieve deliverables as per target compliances with DRC/donors policies and guidelines and as per agreement.
  • Coordinate and follow up inclusively with Livelihood’s actors/ agencies, service providers, financial institutes, and relevant government agencies in the field.
  • Represent DRC in any relevant field based thematic meetings with stakeholders and otherwise as needed.

Technical Assistance for Programme Planning and Resource Harmonization

  • Assist to develop appropriate livelihood and economic recovery programme intervention based on literature review, field visit and discussion with beneficiaries, key informant interview and discussion with senior officials of the government within and outside the DRC, development partners and civil society organizations.
  • Contribute to prepare Sub Grants Agreement for partners as required, Details Implementation Plan (DIP), delivery plan, M&E plan jointly with partners and finalize these on time.
  • Inform DRC and development actors regularly on relevant Government policies (Social Safety Net, Fifth Year Plan, Delta Plan 2100, SDG Action Plan) decisions and activities on EcRec programming.
  • Develop Action Plan, Project Improvement Plan (PIP), Fund Raising Plan for IPs/CBOs based on reports/feedback and facilitate to IP’s/CBOs for its improvement.
  • Identify specific livelihoods and value chain activities that would contribute to economic empowerment, resilience building and social cohesion among host communities and refugees in camps.
  • Develop innovative and environment friendly business plan for selected entrepreneurs aligned with LSDS framework and DRC’s strategies.
  • Design EcRec interventions for AGD groups consultation with protection sector and government.
  • Build capacity of DRC staffs making them able of continuing the underlying mechanisms of managing EcRec related information.

Programme Development, Quality Assurance and Assessment

  • Contribute to develop project proposal with PDQ team and assist to manager with innovative concept note for fund raising.
  • Assist to carry out quick, short, and representative livelihoods need assessment, survey among DRC beneficiaries, and identify appropriate activities for programme interventions.
  • Coordinate and conduct local communities’ livelihoods assessment/participatory market assessment including analysis and training needs assessment (TNA) for smallholder’s producer.
  • Contribute to conduct need based assessment (Base/Mid/End line) coordinating with IM/MEAL Team
  • Assist to select partner organizations and community groups for DRC Programme intervention on EcRec sector.
  • Help design innovative market linkages approaches, facilitate ICT based Marketing.
  • Provide Information Management Support on EcRec Programming and maintain database to prepare reports to the government, donor and sector/thematic working groups.
  • Support strategic and operational decision making by processing and analyzing data and information and presenting it in the format most useful for analysis (e.g., reports, maps, info graphics etc.).

Reporting and Feedback Management

  • Prepare and submit regular IPs/CBOs updates and reports/any other reports needed for adhoc basis to line management.
  • Maintain up to date knowledge of partners achievements and issues in DRC by liaising with key actors and relevant stakeholders.
  • Produce meeting minutes, situational and analytical reports.

Additional Tasks

  • Set up (or assist to set up) a clear beneficiary follow - up mechanism and ensure that appropriate follow-ups are made to support beneficiary.
  • Strong adherence to safety and security protocols always, and along with COC - dedication to reporting suspected contraventions.
  • Ensure DRC Code of Conduct is understood, acknowledged in writing, and followed by the project staff and all volunteer labor, and infractions are reported in an appropriate and timely manner.
  • Perform any other tasks as may be required from Programmatic support directed by the line manager or designate.

Safety

  • Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these will be considered a disciplinary offence while it may also leave you, your colleagues and DRC Bangladesh, at risk.

SKILLS AND EXPERIENCES

  • Previous relevant experience with humanitarian/development context; at least 5 years’ experience in EcRec Programming where at least three years on TVET/Skill sector and inclusive market promotion with UN/INGOs through partnership approach.
  • Experience of working with government agencies with partnership approach will get an extra advantage.
  • Having thematic level skill and knowledge on protection focused livelihoods will get preferences.
  • Sound skill and knowledge on Food security and Nutrition, Livelihoods/skill development and DRR project implementation.
  • Sound knowledge on EcRec concept and strategies under humanitarian context along with TVET, Entrepreneurship, Youth Job Placement, Business Plan, Market Linkages and Financial Inclusion.
  • Experience in facilitating Graduation Approach Model in Bangladesh.
  • Good communication and report writing skill in English.
  • Willingness and ability to work in any field environment, including emergency context.
  • Good organizational skills and capacity to work independently and as part of a dynamic team.

EDUCATIONAL QUALIFICATIONS

  • Master’s degree in Agricultural Sciences/Social Sciences.

  • English – (Fluent in writing and speaking)
  • Bengali – (Fluent in writing and speaking).
