The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

Economic Recovery Project Manager (******1 Post)

Duty Station: Sittwe Office, Rakhine State

Overall purpose of the role:

The Economic Recovery Project Manager works as part of DRC’s team in Rakhine. The position is based in Sittwe, with regular travel in the project areas.

Overall responsibility includes quality and timely management of Economic Recovery/Livelihoods projects in villages and IDP camps across Rakhine state, as well as direct management of the project team and representation at relevant clusters and Working Groups.

Sector activities include, but are not limited to, business training and SME development, business grants, life-skills training, literacy and numeracy training, vocational training, micro-credit loans, savings groups, group enterprise development and facilitation, cash for work, agricultural production.

Geographic scope: Area (Rakhine)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations - Sittwe, Mrauk U and Maungdaw field bases.

Specific duties and responsibilities

The Economic Recovery Project Manager shall conduct regular field visits (including travelling by boat to reach project’s locations) and will be expected to perform the following duties:

Project Management and Leadership:

  • Coordinate, plan and monitor Livelihood’s project activities ensuring adherence to sector, donor and internal requirements and guidelines
  • Ensure the highest quality of the sectoral interventions including adherence to best practice programming and minimum standards in coordination with the Economic Recovery Technical Coordinator
  • Ensure coherence between all projects, ongoing and proposed, according to the overall DRC strategy and taking into account remote monitoring modalities.
  • Take leadership of Livelihoods projects in terms of ensuring high quality and timely deliverables, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanisms on site, and in synergy with other DRC interventions in the area.
  • Formalize and develop project related operational tools and training modules, with support from the Economic Recovery Technical Coordinator
  • Provide input for monthly, quarterly, interim and annual donor reports, project proposals as well as ad hoc reports and communication items, as requested
  • Provide overall budget monitoring, financial management and expenses control for the project activities, including compliance with minimum DRC and donor requirements
  • With the MEAL Manager, ensure a MEAL plan is in place and implemented for livelihoods activities and that the relevant Info Management systems are in place

Program Development, Strategy and External Relations

  • Representation of DRC and active participation in sector meetings and relevant sub sectors/working groups
  • Oversee knowledge sharing across teams and ensure that monitoring and evaluation results are understood and used to improve programs
  • Drive the development and growth of the relevant programs within the DRC program objectives, including proposal development, and feed into country-wide strategy development
  • Ensure adaptiveness of programming with the ongoing emergency response, in coordination with and supported by Economic Recovery Technical Coordinator
  • Ensure cooperation and integration with other DRC sectors of intervention, particularly Protection, Shelter and WASH programmes, through working with the other project managers and team leaders

Accountability and Reporting:

  • Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives within the Economic Recovery program as well as strengthening the effort to document the impact of activities
  • Ensure compliance with internal and external reporting requirements as well as DRC policies and procedures, particularly with respect to Protection principles and the Code of Conduct.

People Management:

  • Lead and manage DRC’s Livelihoods team including mentoring, ensuring coordination, recruitment and capacity development
  • Provide on the job training as required and adapt trainings/coaching to specific staff needs

As a Manager the post-holder is responsible for the following:

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
  • Accountable for making significant decisions on what the unit does: its purpose, functions, and role, and for making commitments and decisions that require the expenditure of significant unit resources.
  • Accountable for people management of direct reports. This includes hiring & firing, objective

Experience and technical competencies:

  • Minimum 5 years of experience in NGO projects, particularly in managing/leading Livelihoods projects in emergency and/or early recovery contexts
  • At least 5 years' experience with people management
  • Demonstrated practical experience in any of the following: income generation projects, vocational trainings, Cash for Work programming, small business grants, agricoltural production, community led development actions linked to social cohesion
  • Experience in producing high-quality technical material (training material, programme tools, proposals, strategic documents etc.)
  • Excellent interpersonal and communication skills for external audiences (including governments and donors)
  • Experience working in conflict contexts or humanitarian response
  • Experience working with Monitoring and Evaluation and budget management

Required Education

  • Master's degree in relevant field (international studies, business development, economics or agricultural production) and evidence of further specialist training.

Required Languages level: (indicate fluency level)

  • Full professional proficiency in English and Myanmar
  • Other local languages considered an asset

We Offer:

  • Starting date of employment: May 2022.
  • Contract length: DRC staff contract, including a probation period of 3 months. Renewables depend on both funding and performance.
  • Salary: Competitive salary according to DRC Myanmar salary scale.
