Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Economic Recovery Officer - Employability.

About the Job

Oversee quality implementation of livelihoods counseling, facilitation of short- or long-term job creation through wage subsidies (WS) and Cash for Work (CFW), market linkage activities, and other project activities such as business formalization, skills training in close coordination with partner staff with close day-to-day technical guidance.

Under the supervision of the Team Leader, coordinate with the partner to synchronize outreach and implementation of multiple complementary activities.

This role has a field focus on Şanlıurfa and ensures effective implementation of the activities responsible for in compliance with DRC procedures and guidelines. The position entails both oversights of the timely and effective implementation of the activities in the area of responsibility and contributes to the development of economic recovery strategies, which are translated into action plans and day-to-day tasks.

Duties and Responsibilities****:

General Programming & operations & interaction with partner (60%)

  • Oversee the quality implementation of livelihoods counseling, wage subsidy, CFW, market linkage activities, and other project activities such as business formalization, and skills training in close coordination with partner staff with close day-to-day technical guidance.
  • Develop detailed work-plans for the activities responsible for in line with the project proposals and oversee the timely and effective implementation of these work-plans
  • Lead regular analysis of livelihoods counseling results in close coordination with the implementing partner and DRC information management office and adjust work plans accordingly for timely completion of all activities under the responsibility.
  • Under the supervision of the Team Leader, coordinate with the partner to synchronize the implementation of complementary activities needed to implement wage subsidy, CFW, and other market linkage activities along with others when applicable.
  • Oversee beneficiary placement on the activities responsible for, follow dropouts and initiate timely replacement, and maintain a robust tracker to inform reporting.
  • Undertake an active business mapping to identify private sector entities to collaborate and construct a robust business database in coordination with the information management.
  • Initiate and maintain professional communication with potential private sector entities to collaborate in the wage subsidy component and relay necessary information regarding the contractual terms of the activity before the enactment of the collaboration agreement and lead the agreement signing processes.
  • Coordinate with stakeholders and businesses collaborated for cash-for-work and wage subsidy to successfully launch the activities in line with the DRC SOPs.
  • Lead active and regular program monitoring for CFW and wage subsidy activities as well as the other activities under the responsibility through site monitoring visits and FGDs, assure proper utilization and documentation of program monitoring tools and prepare reports on the findings with action plans.
  • Assure parties collaborated in CFW and WS comply with relevant contractual terms including occupational safety and wellness, by continuous program monitoring and rigorous documentation review and site monitoring visits, and act upon in case of incompliance under the supervision of Economic Recovery Team Leader and Program Manager.
  • Follow-up payment processes for the activities under responsibility with Economic Recovery Team Leader, review supportive documents for program validation, and maintain robust documentation and archive for activity expenses.
  • Assure proper program documentation for the activities as per pre-defined means of verification and provide regular reporting on the indicators, achievements, and challenges related to the project in close coordination with the implementing partner and other parties collaborated.
  • Lead the functioning of effective referral mechanisms with other program departments.
  • Draft weekly progress reports and submit them to the Economic Recovery Team Leader.
  • Maintain close coordination with other departments
  • In line with the scope of this description, perform any other tasks assigned by the first line manager.

Technical support (20%)

  • Support, guide, and coach implementing partner's staff on technical and operational issues for quality implementation, follow up on the recommendations to ensure quality control throughout the entire implementation period and organize refresher orientation sessions to partner staff when needed.
  • Ensure both implementing partner and other parties collaborated in CFW and WS schemes produce quality reports and share necessary documents with DRC as per pre-determined terms and extend guidance to ensure compliance.
  • Contribute to the development and harmonization of tools, workflows, and SOPs.
  • Guide how to integrate cross-cutting protection considerations into planned interventions.
  • Promote an open and supportive environment for implementing partner's staff.
  • Analyze the changing needs amongst SuTPs and refugee groups to ensure DRC is providing relevant activities.

Coordination (10%)

  • Under the supervision of the Economic Recovery Team Leader in Şanlıurfa and Program Manager, proactively seek, assess, and report new opportunities regarding activities under her/his responsibility.
  • Promote and ensure an active private sector engagement and networking with relevant national authorities to contribute to the effective implementation of DRC programs.

Monitoring & Evaluation (5%)

  • Facilitate interdepartmental coordination with MEAL to assure timely implementation of MEAL plans
  • Ensure that FCRM-related visibilities are shared with beneficiaries at the onset of implementation.
  • Review MEAL reports produced on the activities under responsibility, develop action plans in response to and take appropriate corrective actions.
  • Keep a record of MEAL reports received, analysis of recommendations, and action taken to inform reporting.
  • Conduct regular monitoring visits to Orange centers to observe actual livelihood counseling, and ensure that the guidance is closely followed by the counselors, COVID-19 compliance is in place, and quality sessions are provided to the applicants.

Representation (5%)

If requested by the team leader or Program Manager, represent DRC in Economic Recovery working groups and interagency planning workshops where needed.

About you

To be successful in this role, you must have a bachelor's degree in human resources, economics, business administration-management, sociology, etc.

Moreover, we also expect the following:

Required Qualifications

  • Minimum 2 years of practical experience in economic recovery/livelihood working for an INGO
  • Bachelor's degree or higher in industrial/organizational psychology, management, economics, sociology, human or other relevant fields.
  • Experience in job coaching, human resources development, or sociology:
  • Experience with managing partnerships with local organizations
  • Experience engaging with the private sector
  • Excellent skills in MS Word, Excel, and PowerPoint
  • Fluency in Turkish and English; Arabic is a strong asset.

Preferred Qualification:

  • Project planning, implementation, and monitoring

Preferred Experiences:

  • Experience working in the humanitarian field (preferably experience of working in Southern Turkey).
  • Understanding refugees' rights and protection issues, children, and women - experience working with SuTPs is an advantage.
  • A broad understanding of humanitarian/civil society issues in Turkey and the region.
  • A deep understanding of the legal framework of local regulations, including:
    • Labor law
    • Social insurance system
    • Business establishment regulations and business formalization regulations
