The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs founded in Denmark in 1956. DRC has provided humanitarian assistance to people in need in Myanmar since 2009. DRC is currently engaged in humanitarian response in Rakhine, Kachin, and Northern Shan. In 2012, waves of inter-communal violence swept through Rakhine, forcing approximately 140,000 persons to flee their homes and take refuge in IDP camps spread across the state. DRC activities target these IDPs, as well as other local vulnerable populations such as host villages and isolated villages. DRC implements a multi-sector response, including Camp Management, GBV, Child Protection, General Protection, Economic Recovery, and WASH activities.

DRC Myanmar in Rakhine State is funded by ECHO, SDC, DANIDA, DFAT, USAID, SIDA and UN agencies, including UNHCR, UNICEF, UNOPS and UNFPA.

Economic Recovery Officer-Cash Officer (1 Post)

Duty Station : Sittwe Office, Rakhine State

Reports to : Economic Recovery Project Manager

Overall purpose of the role:

The Economic Recovery Project Officer reports directly to the Economic Recovery Project Manager and supports the professional and efficient implementation of DRC’s livelihood and community activities in Rakhine. Together with the Economic Recovery team, the Economic Recovery Officer will work with the communities of Internally Displaced Persons (IDPs), for both Rakhine and Muslim, to identify needs and gaps of the communities, implement Cash for Work (CfW) activities and mobilize the community members and provide them support on self-reliance, income generating, community development, and other related activities outline in the proposed donor projects.

Main Duties and Responsibilities

  • Take primary responsibility for coordinating the work of Cash for Work Program program in Sittwe and Pauktaw townships, working closely with the Economic Recovery Project Manager and Economic Recovery team, and counterparts at other INGOs, Government, CSO and consultants. This will include facilitating community engagement to identify needs and gaps for Cash for Work initiative, conducting comprehensive assessments to select the beneficiaries and taking the lead in implementing cash for work activities in the targeted locations.
  • Support the Project Manager in Sittwe in establishing and maintaining good relationships with community representatives, community groups, government counterparts, and other humanitarian agencies, ensuring transparency and coordination.
  • Conduct monitoring and evaluation of the Cash for Work activities implementation according to donor guidelines, including collecting data from relevant government departments, clusters, and ensure visibility standards are met by both partners.
  • Take primary responsibility for liaising with the Admin, Finance, and Logistics and other counterpart department’s staff for organizing and planning for the implementation of Cash for Work activities and support other programs as needed.
  • Taking leadership role for field trips, team meetings and giving clear instruction for Cash for Work activities including providing technical support on facilitation, mobilization, and communication skills for the Economic Recovery Assistants.
  • Prepare and submit monthly, weekly work plans and report timely to the Economic Recovery Project Manager.

Other Economic Recovery tasks:

  • Conduct field visits to IDP/host communities as well as isolated communities to identify livelihood needs, implement income-generating and community-building activities, and monitor results.
  • Conduct engaging and participatory training/facilitation sessions for beneficiaries focusing on essential topics such as budgeting and bookkeeping, and development concepts for village development committees.
  • Gather monitoring information and maintain the database of the beneficiary information and activity profiles.
  • Take the lead for COVID 19 awareness session when needed.

*Perform any other related tasks as instructed by the Economic Recovery Project Manager.

Experience and technical competencies:

  • A university degree (BA/BSc) in Economics, Business Management, Infrastructure, or another relevant field.
  • 2 years’ relevant work experience in the field of cash for work, income generation and community mobilization, preferably, previous working experience with a humanitarian or development organization.
  • Experience leading and motivating teams and coordinating activities independently.
  • Demonstrated ability to build trusting relationships with communities and experience of participatory needs assessments.
  • Good interpersonal and communication skills as well as having a good knowledge of cultural sensitivity.
  • Flexible and prepared to travel intensively in the region, including IDP camps and rural villages in the targeted townships.
  • Prepare to work with both Rakhine and Muslim communities.
  • Experience of leading in COVID 19 PPE production, distribution and COVID 19 protection activities when required.
  • Good analytical and computer skills (especially Word and Excel).
  • Having a strong working knowledge of English. Additional local languages would be an asset.
