ABOUT THE JOB

As part of Economic recovery program interventions, DRC will implement small community infrastructures under CFW modality. Economic recovery officer -CfW will be responsible to deliver high quality of specialized project activities related to community infrastructure projects, and will be enroll within overall process/life – cycle, starting from coordination, infrastructures identification, beneficiary assessment, monitoring, supervision, implementation and management. In addition, CFW officer will be responsible to assist technical engineer in terms of preparation of design and BoQ/cost estimation. The CFW infrastructures and beneficiaries will be selected based on DRC CFW SOPs and specified project donor’s requirements to achieve project objectives.

Responsibilities:

  • Development and implementation of an appropriate work plan for implementation of cash for work project activities.
  • Monitoring of the progress of technical activities, including project quality, beneficiary selection and conformity to government specifications
  • Supervision, sign-off and documentation of all technical works.
  • Identify Community Leaders and organize meetings with them in order to clarify needs and problems of the community and to identify solutions
  • Contribute to the needs assessment in the area of operation and to the planning of new activities
  • Responsible for daily supervision of cash for work project activates
  • Responsible for ensuring activities are registered with the appropriate Ministry / Government Departments both during implementation and completion phases and that requested reports are accurate and submitted in a timely fashion.
  • Provide financial and program information draft reports of cash for work project for internal and donor reporting as per Livelihood team leader guidance.
  • Leading procurement of technical equipment or materials through engagement with logistics, supervision of specifications, monitoring of ITB and RFQ processes and monitoring of quality of implementation and delivery
  • Contribute, with the rest of the Livelihood team, to prepare Standard Operation Procedures and guidelines for establishing and running micro enterprises
  • Train micro enterprise beneficiaries in the preparation and application of profitable business requirements and strategies
  • Follow‑up micro enterprise beneficiaries assigned other, in particular by:
  • Conducting regular coaching of the micro enterprise beneficiaries
  • Identifying problems and provide support in the revision of business plans
  • Monitoring market linkages, access to inputs and products’ sale
  • Establishment of female friendly sites
  • Establishing women production groups
  • Creating enabling environment for women's economic empowerment
  • Report on regular basis to the Livelihoods TL progress and challenges faced by micro enterprise or cash for work beneficiaries

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • Minimum of 3 years of experience required in implementing Economic Recovery interventions oriented to micro/cash for work activates.
  • Minimum of 2 years of experience required on projects targeting urban and peri‑urban vulnerable population
  • Demonstrated experience to provide training and mobilize communities
  • Demonstrated experience in projects including cash grants for business is an asset
  • Computer skills, particularly Auto Cad MS Office; Excel and Word

Ideal candidate has:

  • Good mobilization, sensitization and facilitation skills
  • Familiarity with local markets, products promotion and establishing relations with market actors
  • Ability to identify market drivers and viable business
  • Familiarity with micro‑enterprise and cash for work stander operation manual.
  • Ability to organize and conduct trainings, with specific capacities on business‑oriented trainings
  • Ability to foster and guide the creation of business plans, including risk

Female applicants:

  • Interested qualified female candidates with a minimum of 2 years of relevant working experience
  • Female in DRC who travel for official trips will be allowed to travel with a Moharam and the travel/accommodation cost will be incurred by DRC.
  • Female mothers who work for DRC are eligible for Day Care cost for their children up to the age of 6.

Education/qualifications:

  • Minimum Bachelor’s degree in engineering or related subjects.

Languages:

  • Pashto (proficient written and spoken)
  • Spoken and written English (any level) is an asset
