DRC Libya is looking to recruit a qualified, flexible professional to work in Benghazi (with support in other locations) as Economic Recovery Officer.

The Economic Recovery Officer is responsible for the daily operation of the Economic Recovery Unit under the supervision of the Project Manager and to support the Project Manager in the implementation of DRC’s economic recovery activities including Cash and Voucher Assistance (CVA) and Cash for Work (CfW) programming.

About the job

Responsibilities:

  • Programming

  • Implement economic recovery programme activities including CVA, CFW and cash distributions, as directed by Project Manager and/or Base Manager. Identify and reports challenges and concerns to Project Manager and/or Base Manager;

  • Conduct field assessments and surveys such as market assessments, price monitoring, site assessments and household assessments as required;
  • Regularly monitor projects activities and provide timely inputs and feedback to the Project Manager;
  • Ensure that all activities are clearly documented as per DRC’s procedures and requirements;
  • Responsible for identification of beneficiaries and data collection in CVA and CfW programs
  • Responsible to ensure the smooth and timely implementation of CVA and CfW distributions as outlined by the Project Manager
  • Responsible for daily follow-up on CfW activities including beneficiary attendance and progress made as per work plann
  • Act as program focal point for DRC’s Complaints and Response Mechanism by providing advice and support to project beneficiaries whether through the hotline or on the field and ensure an appropriate follow-up of all cases referred to the unit through the beneficiary feedback mechanism;

  • Reporting

  • Contribute to the production of quality and timely reports on program activities;

  • Provide weekly/monthly reports to the Project Manager, including accurate figures of distributions/referrals done and challenges encountered, in the agreed format;
  • Produce case studies and success stories of families who benefited from the Economic Recovery Project Activities as required;

  • Representation

  • Develop and strengthen relationships with local partners and communities in order to maintain trust in DRC’s professional standard and quality of work among all stakeholders;

  • Maintain respectful and constructive relations with partner organizations, local authorities and humanitarian actors;
  • Coordinate with other actors providing CVA and CfW in Libya;
  • Attend field-level meetings when required and provide detailed reports to the Line Manager;

  • Operations

  • Ensure the preparation of required documentation for the procurement of goods and services in compliance with DRC requirements and delivered in a timely manner;

• Other

- Conduct any other duties as may be assigned by the Line Manager;

- Conduct duties in accordance with DRC Libya programme Standard Operating Procedures (SOPs);

- Conduct duties in accordance with the DRC Code of Conduct;

- Make sure to spread a positive image of DRC and its activities by explaining what DRC is doing and why DRC operates in that way;

    • Uphold the highest standard of confidentiality when managing records to ensure beneficiary dignity and privacy;

As well as any other duties as may be assigned by the Protection Manager, relevant to the achievement of Protection objectives.

About you

  • At least 2 years of professional experience in Economic recovery programming including cash and voucher assistance and cash for work activities.
  • Experience in the field of social work, humanitarian intervention, community development, or any other relevant field is desirable.
  • Previous experience working with Civil Society Organizations (CSOs) and local communities is desirable.
  • Good level of computer literacy.
  • Strong organizational and time management skills.
  • Strong interpersonal skills and ability to maintain good communication channels with relevant stakeholders.
  • Fluency in English and Arabic.
