The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

Economic Recovery Officer (1 Post)

Duty Station: Sittwe Office, Rakhine State

Report to : Economic Recovery Manager

Overall purpose of the role:

The Economic Recovery Officer reports directly to the Economic Recovery Project Manager and supports the professional and efficient implementation of DRC’s livelihood and community activities in Rakhine. Together with the livelihoods/community team, the Economic Recovery Officer will work with the communities of Internally Displaced Persons (IDPs), both Rakhine and Muslim, to identify and monitor needs, provide targeted Technical Vocational Education Training (TVET), and mobilize and train community members on self-reliance, income generation, small-business development, and other related activities outline in the proposed donor projects.

Geographic scope: Area (Rakhine)

This role has a base focus and ensures compliance to DRC procedures and guidelines at base level. The role contributes to the development of base strategies, which are translated into action plans and day-to-day tasks.

Specific duties and responsibilities

• Take primary responsibility for coordinating the work of the vocational training program in Sittwe, working closely with the Project Manager and Livelihoods team, and counterparts at other INGOs, Government, CSO, Consultants. This will include supporting communities to identify training modules, conducting assessments, and coordinating life skills and vocational trainings for trainers, and monitoring and supporting trainers in the field.
• Support the Program Manager in Sittwe in establishing and maintaining relationships with community representatives, community groups, government counterparts, and other humanitarian agencies, ensuring transparency and coordination.
• Coordinate monitoring and evaluation for the vocational training program according to donor guidelines, including collating data from Government, vocational department, Other provide training center, and ensure visibility standards are met by both partners.
• Take primary responsibility for liaising with Admin, Finance, and Logistics staff for organizing and planning of the vocational training program; support other programs as needed.
• Taking leadership role for field trips, team meetings and giving clear instruction for vocational long and short term training, including technical support on facilitation, mobilization and communication skill for trainers and Livelihood Assistants.
• Prepare and submit monthly, weekly work plans and report timely to the Economic Recovery program Manager.

Other livelihoods tasks:

• Conduct field visits to IDP/host communities as well as isolated communities to identify livelihood needs, implement income-generating and community-building activities, and monitor results.
• Conducting engaging and participatory training/facilitation sessions for beneficiaries in topics including budgeting and bookkeeping, and development concepts for village development committees.
• Gather monitoring information and conduct data entry on collected project data in a timely manner and assist in maintaining the database of beneficiary information and activity profiles.
• Prepare capacity building training for local vocational trainers, incentive workers and Economic Recovery Assistants for both Sittwe and Maungdaw.
• Take lead for COVID 19 awareness session as needed

Experience and technical competencies:

• University degree (BA/BSc) in Economics, Business, Management or other relevant field.
• 2 years relevant work experience in the field of vocational training, income generation and community mobilization, preferably working with a humanitarian or development organization.
• Experience leading and motivating teams and coordinating activities independently
• Demonstrated ability to build trusting relationships with communities and experience of participatory needs assessments
• Good interpersonal and communication skills as well as having a good knowledge of cultural sensitivity.
• Flexible and prepared to travel intensively in the region, including IDP camps and rural villages in Sittwe, Kyauk Taw, Mrauk Oo and Maungdaw
• Prepared to work with both Rakhine and Muslim communities.
• Experience leading for COVID 19 PPE production, distribution and COVID 19 protection activities.
• Good analytical and computer skills (especially Word and Excel).
• Fluent in Burmese and English. Additional local languages would be an asset.

We Offer:

• Starting date of employment: ASAP.
• Contract length: DRC’s Staff Contract includes a probation period of 3 months. Renewables depend on both funding and performance.
