Economic Recovery Officer

Who are we?

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmers include protection, livelihood, food and NFI distribution, water and sanitation, and advocacy amongst others. DRC Yemen has been providing relief and development services in Yemen since 2008. DRC has mainly focused on refugees and migrants displaced by conflict and natural disasters.

DRC, through its specialized business unit, Danish Demining Group (DDG) aims to recreate a safe environment where people can live without the threat of landmines, unexploded ordinances and small arms and light weapons”. These goals can be effectively advanced through cooperation and joint action with other organization as well as with integration of operations and programs with its sister organization, DRC.

Overall purpose of the role: The Economic Recovery Officer has a base focus and ensures compliance to DRC procedures and guidelines at base-level. The role contributes to the development of base strategies, which are translated into action plans and day-to-day tasks, with a specific focus on cash and voucher assistance (CVA), RRM and emergency shelter and NFIs. In addition, the Economic Recovery Officer is in charge of the following:

  • Provides administrative or technical support with the implementation of Economic Recovery activities in the area, as well as other programs, where needed and relevant
  • Ensure the quality of the planning, implementation and follow up of all technical aspects of emergency activities being implemented by DRC emergency team and other programs, where needed and relevant
  • Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities

Main responsibilities:

Programming & Operations

  • Ensure efficient and effective program implementation while following the budget and work plan
  • Lead on the implementation of basic tasks within sector area, including beneficiary identification, distribution of relief assistance (either cash or in-kind), needs assessments and other sector-specific evaluations
  • Responsible for administrative tasks, including preparation of PRs, POs, service contracts, financial reconciliation and tracking of outputs
  • Ensure compliance to DRC and donor requirements and procedures at all times during implementation
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
  • Support the teams in conducting assessments and carrying out monitoring and evaluation exercises

Coordination and representation

  • Collaborate with relevant internal and external technical experts on sector relevant issues, including coordination with other program departments and support services to facilitate efficient and effective program implementation
  • Represent DRC at meetings and other relevant technical coordination meetings
  • Ensure integration with other DRC sectors

Project development

  • With the support of the Economic Recovery Team Leader, develop activities plans, including assessment and distribution plans
  • With the support of the Economic Recovery Specialist, contextualize and refine projects tools
  • Support with tracking of outputs and with internal/external reporting

Logistics/Finance

  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas
  • Initiate procurements and ensure their execution
  • Ensure distribution plans are prepared and shared with all relevant departments in a timely manner
  • Ensure accurate financial and stock reconciliations after cash or in-kind distributions
  • Support MEAL team with timely data reconciliation of assistance delivered against planned targets
  • Ensure that all needed beneficiary information are accurately collected and reported through established mechanisms

Moreover, we also expect the following:

Experience and technical competencies: (include years of experience)

  • Minimum 2 years of practical experience in sector area working for an INGO
  • Field experience
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Advanced English proficiency
  • Fluency in local language

Education:

  • Degree or Diploma or closely related Degree

Languages:

  • Arabic – fluent
  • English - Advanced

Terms The proposed employment conditions are based on DRC policy and Yemeni labour law. The selected candidate shall perform his/her duties in compliance with the DRC Code of Conduct and procedures at all times.

We offer

DRC will offer the successful applicant a contract ends on 31 December 2022, renewable dependent on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in Aden.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (H None- Manager).
