The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote provide timely humanitarian assistance and protect durable solutions for conflict and displacement affected populations on the basis of humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs and host populations both within Ukraine and in the neighboring countries of Poland, Romania and Moldova and wider Europe.

DRC has been operating in Ukraine since 2014, following previous operations in the 1990’s and between 2007-2013. Over the years, DRC successfully maintained its presence in the government-controlled areas (GCA) and adapted its programmes to provide early recovery and durable solutions to people affected by the conflict (IDPs and communities living along the contact line), as well as reduce the threats of explosive ordnance with a growing humanitarian mine action programme.

DRC currently employs over 500 staff in Ukraine and will continue significant scale-up in 2023 to implement response in the Protection, Economic Recovery, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

Prior to the ongoing war, DRC had built one of the most successful Economic Recovery programs in Ukraine, focusing on the following activities: business and income generating activities development (grants to SMEs and individuals), technical skills and employment development (VET grants, support to Employment Centers), Market Systems Development using an area-based approach. It has also managed to integrate with other sectors of DRC Ukraine such as legal aid and advocacy, protection and humanitarian mine action to maximize the impact of interventions. At the beginning of the war, the programme swiftly adjusted its activities to deliver emergency assistance via financial support to Ukrainian CSOs and networks of volunteers, and to start Multi-Purpose Cash Assistance. Currently the focus of the programme is being adapted to the new circumstances generated by the current humanitarian crisis. While the emergency response will continue, the need to keep focusing on durable solutions for affected populations has been stressed by many stakeholders in Ukraine (government and local authorities, NGOs, donors). DRC Ukraine is keen to contribute to this agenda notably with its Economic Recovery programme.

Overall purpose of the role:

The Economic Recovery Coordinator will lead the strategy and development of this portfolio, support its implementation through technical guidance, capacity building of staff and teams, and harmonization of tools and approaches across the country offices, and maintain up-to-date knowledge of Economic Recovery data and information to support displaced and affected populations.

The overall objective of the Economic Recovery sector is to build the individual self-reliance and resilience of conflict- and displacement-affected people. The sector aims at addressing immediate unmet needs through direct assistance, while supporting people of concern as they strive to recover or develop new means to generate an income. We adopt a holistic, integrated and contextually adapted approach to support such efforts throughout the displacement cycle, with a specific focus on achieving food security, restoring decent and sustainable livelihoods, and improving financial inclusion.

Coordination and representation

  • Collaborate with relevant internal and external technical experts on issues related to Economic Recovery
  • Represent DRC at relevant coordination meetings (FSL Cluster, technical working groups, etc.)
  • Ensure integration of Economic Recovery activities with other DRC sectors
  • Coordinate with sector counterparts in other locations in the implementation of common funded projects
  • Ensure good representation and reputation of sector at all levels
  • Actively participate in internal coordination meetings
  • Ensure and actively participate in regular sector meetings
  • In close cooperation with the Head of Programmes and Country Director, identify and lead in advocacy messages and/or action points at the national level through the analysis of input from DRC field operations and other primary sources regarding the situation of the displaced in Ukraine.
  • Represents DRC in chairing the Livelihoods Technical Working Groups (LTWG)

Sector strategy and technical oversight

  • Lead in the design and delivery of the DRC Ukraine’s Economic Recovery vision and accompanying strategy which guides programmatic design
  • Lead in the design and quality of DRC Ukraine’s Economic Recovery programming and provide guidance/support to produce timely Economic Recovery deliverables
  • Support effective implementation of Economic Recovery programme
  • Ensure harmonization of Economic Recovery tools and approaches across offices
  • Support the use of market assessment and analysis and the uptake of market systems approaches to achieve Economic Recovery outcomes
  • Provide oversight of technical aspects of Economic Recovery staff’s work and identify training needs
  • S/he supports the development of in country Economic Recovery expertise in each sector as well as supporting the agenda for capacity building of national staff.
  • In collaboration with Area/Base Managers, support with recruitment of Economic Recovery staff.

    Project development and reporting

  • Identify Economic Recovery gaps and opportunities for DRC Economic Recovery interventions.

  • Participate in market-based Economic Recovery assessments as needed.
  • Assist in developing project plans and budgets for funding, Support on proposals and reports in area of Economic Recovery
  • Assist in developing the projects’ Monitoring & Evaluation tools
  • Assist in project implementation and reporting
  • Support fundraising with donors in area of Economic Recovery; identify opportunities for new and alternative funding streams (inclusive of market-based solutions)

Experience and technical competencies

  • Minimum 3-5 years of practical experience in Economic Recovery (Food Security, Financial Inclusion, Decent Livelihoods), working for an INGO
  • Strong command of market systems approaches
  • Demonstrated experience in both development and crisis settings. Previous experience in post-soviet countries and/or middle-income countries is an asset.
  • Documented skills in project planning and design, drafting, calculation and technical writing
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Experience in project development
  • Experience working with national partners, local/government authorities, and UN organizations
  • Full professional proficiency in English, fluency in Ukrainian/Russian is a distinct advantage.

Education:

University degree in relevant field; master’s degree preferred

Languages:

  • Fluency in English (speaking, writing, reading) is essential
  • Fluency in relevant national languages beneficial
