DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams

About the job

The Economic Recovery assistant will be in charge of all the Cash-for-Work activities support and implementation in the governorate of Bekaa The Economic Recovery Assistant will be under the direct supervision of the Economic Recovery Manager. S/he will work to ensure the Cash-for-Work intervention is ongoing with highest technical quality, activities are completed on time and that information is shared with the manager. Your main duties and responsibilities will be:

  • Actively implement the cash for work activities in the field through a daily support, oversight and field presence. Ensure that the implementation of the activities, the work of beneficiaries and their working conditions are in line with the technical guidelines and DRC commitments.

  • Act as the main focal point present daily in the field for beneficiaries, communities and DRC; maintain good relationships with participants, and make sure any feedbacks are shared with the Officer.

  • Organize and participate in focus group discussions with the community to validate the CFW projects suggested by the municipalities and make sure that the vision and interest of the communities are respected in the final selection of the CFW projects.
  • Organize the cash-for-work projects schedule, the workload for each worker, and ensure the appropriate tools and materials are delivered on time in the field and are appropriate.
  • Organize beneficiaries schedule, collect daily attendance sheets and follow-up with beneficiaries on site
  • Ensure the finalization of each cash-for-work project within the timeline, the BOQs, the materials, while ensuring constantly the well-being and working conditions of the beneficiaries, with a special care and work flexibility for the most vulnerable, while informing the Officer constantly.

  • Manage and track the stock of tools, materials and refreshments received in the field and their proper usage as well as their storage in a safe place.

  • Fill and track the participation of beneficiaries in order to generate the payment list on a monthly basis for each cash-for-work project and share them with the Officer and/or the finance department.
  • Ensure that project files are maintained and well archived (soft and hard copies).

About you

To be successful in this role we expect you to have a minimum of a Bachelor University degree. Moreover, we also expect the following:

Required

  • 1-year minimum experience with NGOs in Livelihoods, Cash, Shelter or related sectors, or in the engineering construction sector, which would include experience with the following activities:

  • Implementation of Cash-for-Work projects, rehabilitation and shelter related projects

  • Implementation of Cash for Work Projects integrated in Community Support Projects
  • Cash delivery mechanism and modalities
  • Community mobilization
