DRC Libya is looking to recruit a qualified, flexible professional to work in Benghazi (with support in other locations) as Economic Recovery Assistant.

The Economic Recovery Assistant is responsible to provide technical and administrative support to DRC's programs aimed at protecting and delivering assistance to Libyan IDPs and vulnerable local non-displaced populations. To this end, the Economic Recovery Assistant will liaise with DRC staff across departments and implementing partners (if applicable) to ensure compliance with DRC’s Economic Recovery SOPs and the maintenance of SOP-compliant records during programming as directed by the Project Manager.

About the job

Responsibilities:

  • Programming

  • Implement Economic recovery programme activities including income-generating activities and Cash for Work as directed by the Economic Recovery officer and/or Project Manager.

  • Identify and report challenges and concerns to the Economic Recovery officer and/or Project Manager.
  • Conduct field assessments and surveys such as market assessments, price monitoring, household assessments, and site assessments as required.
  • Conduct follow-up visits during the implementation of income-generating and Cash for Work activities and monitor activities and provide timely inputs and feedback to the Economic Recovery Officer and/or Project Manager.
  • Ensure that all activities are clearly documented as per DRC’s procedures and requirements.
  • Support in data collection and identification of beneficiaries for the Economic Recovery programs.
  • Support in the smooth and timely implementation of Cash distributions as outlined by the Economic Recovery Officer and/or Project Manager.
  • Provide feedback through DRC’s Complaints and Response Mechanism by providing advice and support to project beneficiaries whether through the helpline or on the field and ensure an appropriate follow-up of all cases referred to the Economic Recovery unit through the beneficiary feedback mechanism.
  • Uphold the highest standard of confidentiality when managing records to ensure beneficiary dignity and privacy as per DRC’s policies.

  • Reporting

  • Provide weekly/monthly reports to the Economic Recovery Officer and/or Project Manager, including accurate figures of distributions/number of individuals supported with cash and/or temporary income opportunities, referrals done and challenges encountered, in the agreed format.

  • Representation

  • Develop and strengthen relationships with local partners and communities in order to maintain trust in DRC’s professional standard and quality of work among all stakeholders;

  • Maintain respectful and constructive relations with partner organizations, local authorities and humanitarian actors;

  • Operations

  • Ensure the preparation of required documentation for the procurement of goods and services in compliance with DRC requirements and delivered in a timely manner.

- Conduct any other duties as may be assigned by the Line Manager.

- Conduct duties in accordance with the DRC Code of Conduct;

- Make sure to spread a positive image of DRC and its activities.

About you

  • At least one year of professional experience in Cash programming including multipurpose cash assistance or cash-for-work programming or income-generating activities.
  • University Degree in the field of Business Administration, social sciences, psychology, political sciences, development or any other related field.
  • Experience in the field of social work, humanitarian intervention, community development, or any other relevant field is desirable.
  • Previous experience working with Civil Society Organizations (CSOs) and local communities is desirable.
  • Good level of computer literacy.
  • Strong organizational and time management skills.
  • Strong interpersonal skills and ability to maintain good communication channels with relevant stakeholders.
  • All staff are expected to demonstrate DRC’s five core competencies.
  • Degree in a relevant field.
  • Fluency in English and Arabic.
