DRC Syria

DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihoods and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs). While Protection/community service activities are provided to beneficiaries throughout our Community Centers.

About the job:

Supervise the implementation of DRC Syria’s Economic Recovery Programme in Aleppo governorate; including Economic Recovery registration, Multi-Purpose Cash Assistance, Vocational Training, Internships, Business start-up/Activation Grants, Asset Replacement and Business Scale-up Grants; through direct, partner, and subcontracting modalities.

Responsibilities:

TECHNICAL:

  • Overall responsible to conduct Economic Recovery beneficiaries’ vulnerability registration and suitability assessment by using DRC tools.
  • Overall responsible to conduct Rapid need assessment, Labor market assessment, and Market Price monitoring.
  • Cooperation and coordination with SARC volunteers during joint tasks.
  • Deliver vocational counseling sessions for beneficiaries.
  • Coordination with the beneficiaries before starting the activity.
  • Participate in delivering Beneficiary Induction/ complaints mechanism sessions.
  • Archiving related documents (hard copy and electronics) used during implementation.
  • Conducting Satisfaction questionnaires with beneficiaries after each course.
  • Follow up and monitor all Economic Recovery activities as follows:

Business Development Skills Training:

  • Follow up business development skills courses including (trainers and trainees’ attendance, ensuring required logistics support is in place, and conducting pre and post-tests).
  • Monitor Trainers’ performance and ensure they are delivering within the Scope of Work.
  • Follow up on beneficiary motivation and engagement including dropouts.
  • Ensure Receiving an accurate Business plan from BNFs at the end of the course.
  • Organize beneficiaries’ transportation allowance.
  • Prepare comprehensive reports after training closure and finalize all relevant activities including success stories, recommendations and lessons learnt.

Vocational training:

  • Monitor Trainers’ performance and ensure they are delivering within Scope of Work.
  • Organize graduation ceremonies, exhibitions, and bazaars.
  • Follow up on beneficiary motivation and engagement including dropouts.
  • Organize beneficiaries’ transportation allowance; trainers and other partner staff.
  • Distribute, and keep records and receipts, for toolkits disbursed.
  • Be responsible for relevant activities supplies, assets and products – storage and management.

Internship Placement:

  • Coordinate with (MoSAL or SARC) and ensure we have a potential list of host companies.
  • Conduct a Joint visit with SARC to assess potential host factories.
  • Conduct the participant registration and explain internship contract obligations to beneficiaries.
  • Monitor each intern at least twice a month in their place of work, focusing on skills development and work environment
  • Negotiate individual hosting arrangements.
  • Organize beneficiaries’ allowances.
  • Evaluate internship host adherence to agreements.

Income generation:

  • Responsible for selection of potential micro-grants and ensuring effective coordination with supply chain team to timely procure the items.
  • Updated purchase list description for Microgrants in cooperation with the beneficiaries.
  • Delivery of MG's equipment to beneficiaries in coordination with the procurement team in field.
  • Post-distribution monitoring (PDMs) to Microgrants distributed.
  • Provide coaching to each Microgrant beneficiary (startup business, asset replacement, scaleup business) on regular basis (once a month for 3 months) using DRC tools by field visit to businesses, where feasible. Or on phone.
  • Provide coaching to each start-up business and asset replacement beneficiary on regular basis (twice a month for 3 months) using DRC tools, visit businesses, where feasible.
  • Identify other technical support required and how to meet it as part of the coaching plan.
  • Create mini-Communities of Practice between similar MG/AR recipients.
  • Support the establishment of approval mechanisms and tools for MGs/ARs
  • Prepare comprehensive reports after training closure and finalize all relevant activities including success stories, recommendations and lessons learnt.

Multi-Purpose Cash Assistant:

  • Support the development and strengthening of cash-based programming, operational arrangements and procedures based on existing standard operating procedures, mainly during the registration process.
  • To actively engage in the beneficiary selection process under the guidance of the line manager.
  • Support assessments, registration and verification exercises of project beneficiaries to proceed with a proper registration in Sigma.
  • Facilitate and implement beneficiary registration process of multi-purpose cash assistance programme.
  • Ensure all monitoring activities are documented, including systematic and timely data collection as required.
  • Review and provide technical feedback on multi-purpose cash assistance programme standard Operating Procedures (SOPs), and reports. Support the establishment of standardized data management, data sharing and data protection arrangements.
  • Contribute to the production of quality and timely reports on program activities, mainly during the registration process
  • Provide on regular basis.
  • Provide weekly/monthly reports to the Economic Recovery Team Leader, including accurate figures of people registered, distributions/referrals done, and challenges encountered, in the agreed format;
  • Ensuring beneficiary data integrity and a transparent distribution exercise.
  • Support mobilization of communities for the successful registration of people of concern, implementation of project activities and ensuring a good working relationship with field staff and local community.
  • Supervision of MPCA monthly distributions, if required
  • Ensure that activities are in line with the set DRC Syria MPCA standard operating procedures
  • Ensuring that appropriate feedback and complaints channels are present in project sites and support F-CRM team to regularly conduct sensitization of Economic Recovery beneficiaries on the DRC’s FCRM mechanisms.
  • Maintain respectful and constructive relations with partner organizations, local authorities and humanitarian actors;
  • Attend field level meetings when required and providing detailed reports to the Line Manager.
  • Perform other duties as required.

GENERAL:

  • Donors: Understand donor requirements and apply within activity implementation.
  • Work plans: Understand, and implement activities agreed work plan/ implementation plan with Team Leader.
  • Reporting: Produce reporting inputs, per agreed reporting schedule and formats agreed with Team Leader and Officer; enter beneficiary data into Sigma.
  • Delivery of targets: Understand targets agreed with the Team Leader.
  • Procurement: Liaise with trainers and Officer to finalize English and Arabic specifications and requirements.
  • Compliance: Familiarize with, understand, and comply with DRC’s administrative, logistics & procurement & financial SOPs
  • Monitoring: Understand and cooperate with monitoring initiatives; use monitoring tools (including FGDs, questionnaires, etc.), and Sigma; produce monitoring reports; amend implementation based on feedback elicited through monitoring and agreed changes with Officer.
  • Selection/targeting: Deliver Livelihoods Counselling to beneficiaries and produce a Livelihoods Plan per beneficiary; understand LLHs range of activities; fully cooperate with and support rollout of DRC registration tool; receive training on new tools.
  • Evaluation, learning and research: engage with field/documentation requirements as agreed with Team Leader.
  • HR: Monitor the Trainers or subcontractors within the relevant activities.
  • Internal cooperation: Regularly update Team Leader and Officer with support requirements at activity level, activity progress/deviation.
  • External representation and coordination: deputize for Officer, as requested.
  • Any other work-related tasks included in the weekly work plan.

Experience and technical competencies:

  • University or technical institute graduates with preferably one year of relevant experience in the field that is relevant to livelihoods aspects such as vocational training, micro-grants, internships and livelihoods paradigm, counseling and interviewing, follow-up, documentation and reporting;
  • Very good communication skills oral and written;
  • Good English skills in writing.
  • MS Office package literacy;
  • Well-organized, patient and familiar with humanitarian work;
  • Precedence is given to applicant with volunteering experience in similar fields.

Education

  • University or technical institute degree in any of the Economics, Business Management, computer science or engineering sciences or other degree with years of relevant experience.
  • Training courses in fields relevant to humanitarian response and aid.

Languages:

  • Fluent in Arabic- written and spoken is essential.
  • Good written English skills.
  • Fluent spoken English is preferred but not essential.
