INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE:

The Economic Recovery Assistant will directly implementation of high quality and timely delivery of Economic recovery activities, under the line management of the DRC Emergency Manager, with technical support from the Economic Recovery officer, and Economic Recovery Coordinator, and in close collaboration with the DRC protection team and other DRC staff as well as Economic recovery staff from partner organizations.

RESPONSIBILITIES

Main Responsibilities:

  • Plan, facilitate, and implement DRC’s Economic recovery-related interventions in the refugee Setting and host community areas.
  • Support the Economic Recovery officer in Ensuring the high quality and timeliness of DRC’s Economic recovery and income-generating activities.
  • Empower refugees and host communities to be able to manage their issues by themselves and have the ability to sustain economic recovery and Income Generating outcomes.
  • Contribute and facilitate relations between DRC, the target communities, and local authorities, taking particular care to consider youth, women’s, and girls’ specific needs in Economic recovery.
    • Technical responsibilities
  • Being with the Economic recovery officer, the position holder is responsible for providing input in preparing and implementing annual and quarterly work plans.
  • Support and facilitate any project-related surveys and assessments in the field.
  • Lead identification of beneficiaries for Economic recovery interventions based on set targeting criteria and project objective.
  • Closely monitor day to day activities of Economic recovery beneficiaries in each site, monitor progresses, and collect proper and relevant project information
  • Facilitate and support community mobilization and sensitization activities in coordination with community leaders
  • Ensure community involvement and contribution in each project activities
  • Working with the Economic Recovery and Protection team to carry out agreed-upon technical activities and provide beneficiaries with training in appropriate and standard income generation activities.
  • Working with the Economic recovery officer to implement agreed technical activities in transferring skills to the urban refugees and local community in Addis.

Managing relationships with stakeholders

  • Act as DRC representative with Government, local authorities, private sectors, potential employers, and the community in the areas related to work at the grass root level
  • Ensure that DRC maintains excellent and productive relations with key stakeholders, community members, local authorities, and partners
  • Ensure Economic recovery interventions are integrated with Protection activities.
  • Support regular stakeholder analyses to maintain an updated and strong understanding of local Economic recovery dynamics/ relationships in the area of intervention;
  • Any other duties as requested by the line manager.

Reporting arrangements

  • Regular action points agreed upon during the team meetings at the community level;
  • Regular discussion with the Economic Recovery officer on the ongoing activities;
  • Weekly, Monthly, and yearly work plans;
  • Weekly Monthly, quarterly and annual reporting to DRC and partners.

Experience and technical competencies: (include years of experience)

  • Minimum BSC or Diploma in relevant field (Business management, economics, Agriculture, urban development, natural science, and related fields)
  • Minimum of 1 years community development, non-formal training, self-employment, and Income Generating Activities for BSC and 2 years of Diploma related work experience
  • Ability to communicate and negotiate effectively with a wide range of stakeholders from the community to the Government level
  • Ability to work with the multicultural setting as a flexible and respectful team player
  • Understanding of gender, protection, and Human rights issues
  • Proficient command of spoken and written English.
  • Good skills using basic computer software such as MS Word, Excel, and PowerPoint

EDUCATION: (include certificates, licenses, etc.)

  • BSc or Diploma in Business Management, Agriculture, urban development, natural science, and related fields)

LANGUAGE: (indicate fluency level)

  • Full professional proficiency in English.
