The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central, and southern governorates in the sectors of protection, gender-based violence (GBV), early childhood development, economic recovery, Child Protection, and emergency humanitarian assistance. Today, the IRC works in close coordination with the humanitarian and development partners in Iraq and local stakeholders to address the needs of Internally Displaced Persons (IDPs), Returnees, and Host communities. We operate in several governorates throughout Central and Southern Iraq, including Anbar, Ninewa, SAD, and Kirkuk, with additional offices in Erbil and Baghdad.

Location of Work: Based in any filed office of IRC that has ERD project including Anbar, Ninewa, or Erbil Governorates and 50% travel to other field offices.

Program strategy, development, and planning:

ü Work with ERD Coordinator on the continuous development and improvement of the IRC ERD programs strategy for Iraq.

ü Support in the development of new project proposals and budgets alongside the ERD Coordinator.

ü Regularly visit field sites and work closely with Sr. officers and officers to plan and adjust programs to improve achievement of results based on best practices and outcome and evidence-based approaches.

ü Support the IRC ERD partners in providing them technical support.

Assessments:

In collaboration with the Information Management team and MEAL, lead in the development and implementation of markets assessments including labor market assessments, value chain assessments, private sector assessment, Rapid assessment of market, clime change assessment, etc.

Project implementation:

ü Oversee implementation of all IRC ERD program activities implemented in Iraq.

ü Conduct regular monitoring of program activities to ensure programs are delivered in line with the IRC’s ERD theories of change and Standard Operating Procedures (SOPs), maintaining program records as per activity guidelines, to ensure transparency and compliance with internal and external protocols.

ü Ensure translation of documents from English to Arabic and Arabic to English as needed, including market assessments, assessment reports, training materials, registration forms, and advertisements when required.

ü Ensure proper documentation of all activities, including documentation of beneficiary eligibility and cross-checking, project studies, attendance records, etc.

Monitoring and Evaluation:

ü Ensure programmatic target indicators are met within the pre-established deadline.

ü Ensure ERD and partners’ staff are trained in and correctly implementing data collection tools.

ü Ensure project tracking tools feed into the ERD databases in close coordination with the M&E Staff.

ü Analyze and review project assessments and suggest modifications to the project design as needed.

Grants management:

ü Responsible for specific budget lines allocated to the ERD Manager and for producing monthly spending plans and cash projections that are linked to program activity work plans.

ü Prepare the first technical draft of donor reports as required for the project, working with M&E, Monitoring and Evaluation, and FARM, Feedback, and Response Mechanism staff to provide up-to-date monitoring and feedback data.

Partnership:

ü Developing the capacity building/development plan for the partners based on the pre-award assessment result.

ü Work with the Grants and Partnerships team to ensure that the appropriate mechanism is identified for ERD partners.

ü Develop ERD partners' monitoring plans and assist with financial monitoring.

ü Work closely with the ERD partners and review the M&E plans, reports, activities, etc.

ü Liaise with Grant and partnership unit to provide inputs on ERD partners’ project proposals and work collaboratively with partners to finalize project descriptions, budgets, work plans, and monitoring and evaluation plans.

Team management:

ü Technically manage ERD Senior Officers and officers; provide ongoing support, coaching and capacity development opportunities. Identify issues, problems and/or concerns affecting the program with the ERD projects team and present recommendations to the ERD Coordinator.

ü Respond to any questions from the field teams regarding implementation, strategy, operations, security approvals, movement plans, etc. Escalate issues as needed to the ERD Coordinator.

Procurement:

ü Under the direct supervision of the ERD coordinator oversee all procurement processes for the ERD projects ensuring timely availability of all supplies materials and assets requested for the activities.

Other:

Other duties as assigned by the ERD coordinator to enable and develop IRC programs.

Key Working Relationships

Position directly supervises: Livelihood officers, Snr. Officers, and deputy managers

Indirect Reporting: DDP

Other Internal and/or external contacts: describe the nature of departments or groups the position influences or requires support from to accomplish objectives.

Qualifications

- Bachelor’s degree in business administration, international development, social sciences, economics, or a related field; master’s degree an advantage. - Minimum of 4 years of experience working in the humanitarian sector with an international NGO or UN agency, preferably focusing on cash, livelihoods, climate change, food security, or market-based programming; Experience working in Iraq is an advantage. And 2 years at the managerial level. - Experience and demonstrated success managing projects, reports, and budgets. - Technical knowledge in cash and livelihoods programming areas preferred (e.g., employment, self-employment, microenterprise, cash-based response, cash for work, market recovery, agricultural livelihoods, etc.). - Demonstrated capacity to coordinate activities across multiple INGOs. - Strong understanding of humanitarian principles and inclusive livelihoods programming. - Strong project management skills, and ability to keep oneself and others organized. - Excellent written and verbal communication skills, able to articulate clearly and concisely. - Strong ability to facilitate discussions, lead meetings, and coordinate amongst partner organizations. - Excellent organizational and time management skills. - Experience setting up and using detailed project work plans. - Self-starter, able to identify problems or issues and develop and implement solutions. - Experience in working remotely with colleagues from multiple hubs. - Strong grants management experience, including budgeting, reporting, and compliance. - Fluency in English; Fluency in Arabic preferred.

The security situation in Iraq remains fluid and unpredictable. Candidates may expect periods of insecurity, periodic suspensions of, or restrictions in, program operation and/or field travel, and high levels of volatility in the operating environment.
