The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just implementing small projects to handling large-scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Aldalea. Currently, IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodeidah in the North through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

SCOPE OF WORK:

Under the supervision of the senior Economic Recovery and Development (ERD) Manager, this position was created to properly lead and implement the Cash for Work (CfW) projects in the targeted areas. This position is based in Aden with frequent travel to other program areas for program planning, implementation support, and field-level assessment. The ERD assistant is primarily responsible for the day-to-day implementation of CfW activities under different donor-funded grants and supervising the CfW workers in the southern governorates. The ERD assistant is also responsible for the day-to-day reporting of CfW activities as well as supporting the ERD team in the coordination and networking with other organizations and different partners.

JOB SUMMARY:

The ERD assistant will work with program officers, and assistants with general oversight of program intervention and attend relevant meetings and workshops when assigned. The position is based in Aden, with 70% of travel to project locations in Abyan governorate.

WORKING RELATIONS:

The ERD assistant will work closely with the ERD team, SC, finance and MEAL department.

MAIN RESPONSIBILITIES:

Programme Planning & Implementation:

- Ensure the quality of the planning, implementation, and follow-up of all technical aspects of the CfW activities. - Perform assigned tasks, including but not limited to construction work, infrastructure rehabilitation, maintenance activities, irrigation system rehabilitation, environmental conservation, debris removal, or other community-based projects. - Supervise the registration of CfW clients; mainstream and encourage the equal participation of women in CfW projects through the assessment tools and selection criteria. - Supervise the performance of the CFW participants and ensure their compliance with the work plan through conducting frequent field observation visits, and provide technical support and guidance whenever needed. - Prepare bills of quantities which involves accurately quantifying and itemizing the materials, labor, and other resources required for a rehabilitation project, providing a comprehensive breakdown that facilitates cost estimation, procurement, and project planning. - Contribute to identifying, organizing, and maintaining up-to-date clear work plans for community-based CfW projects, including rehabilitation and infrastructure projects. - Conduct and document regular monitoring visits to different ongoing CfW projects, ensuring full and continuous documentation of progress. - Contribute to the visibility of the project implementation by ensuring utilization of visibility materials, and conducting interviews with clients according to IRC code of conduct. - Supervise and support the payment distribution of the clients. - Ensure adherence to the monitoring and evaluation system of the project and contribute to the data collection as needed. - Identify new areas of operations for CfW projects and conduct relevant assessments requested by the Senior ERD Manager in the target areas. - Enhance the quality of CfW programming throughout the project cycle through initiatives such as client consultation, market analysis, etc. - Undertake regular field/onsite visits to implement and supervise CfW activities. - Adhere to safety protocols and be responsible for ensuring safety rules are followed/implemented onsite. - Any other tasks/responsibilities requested by the line manager.

- Develop and maintain good relations with relevant partners, including local authorities, clients, humanitarian actors, and other partners such as local communities and service providers, to support adequate implementation, coordination, and positive working relationships for ERD sector activities. - Work closely with other CfW participants, supervisors, and project coordinators to ensure smooth task execution and overall project success. - Collaborate effectively, communicate openly, and contribute to a positive and productive working environment.

Reporting and Documentation: --------------------------------

- Keep accurate records of the tasks performed, hours worked, and any challenges or issues encountered during the project. - Submit timely reports to the supervisor, providing relevant information for project evaluation and accountability.

Clients Engagement: -----------------------

- Interact with community members and clients of the CfW program in a respectful and professional manner. - Provide information, address concerns, and promote community participation in project activities.

Compliance with Program Guidelines: ---------------------------------------

- Understand and adhere to the program guidelines, rules, and regulations set by the IRC. - Maintain regular attendance and align with the code of conduct and all other applicable policies.

Ensure that project activities are developed and implemented in line with IRC’s mandate, policies, procedures, and the ERD strategy, as well as with donors’ requirements and international protection guidelines

Qualifications

REQUIREMENTS: (Qualifications, Skills and Abilities):

A. Education:

· Bachelor of Civil / Architect Engineering.

B. Experience:

· Minimum 2 years of technical experience in implementing CfW, and rehabilitation projects.

· At least one year of experience supervising CfW participants and providing direct technical guidance to the workers at the community level.

· Demonstrated experience facilitating technical engineering training related to CfW projects.

· Prior experience in developing program implementation work plans, data collection, and program reporting.

C. Skills and Abilities****:

- Strong communication and interpersonal Skills. - Self-motivated, honest, highly responsible, and punctual. - Ability to work both independently and as part of a team. - Expertise in MS office. - Capacity to establish and develop a network of professional contacts.

D. Proficiencies:

- Technical knowledge of technical assessments, project formulation, and overall supervision; Capacity to monitor project and situation analyses. - Proven abilities in managing field workers and providing technical support and coaching to field teams. - Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks, and maintain attention to detail. - INGO experience preferred.
