Mozambique is among the 193 United Nations Member States that in September 2015 adopted the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs). Since then, efforts have been made by government and other development actors in Mozambique to initiate its implementation. However, this work has largely remained at the national-level. In this respect, SDG localization efforts, in the form of actions at the sub-national level to advance the 2030 Agenda across Mozambique’s provinces, districts and municipalities, have been limited.
SDGs localization is gaining increasing attention under the recognition that the achievement of Agenda 2030 largely depends on the ability of local governments to promote integrated, inclusive and sustainable local development. Local governments are best placed to link global goals and commitments to local realities and empower local stakeholders, aimed at making sustainable development more responsive, and therefore, relevant to local needs and aspirations.
The Decentralization for Development D4D aims at supporting the implementation of the decentralization reforms by putting national policies into practice at the provincial level. To do so, subnational coordination mechanisms will be strengthened by capacity building programs and by financing local projects. Similarly, the program foresees the setting up of provincial platforms for supporting the inter sectoral and administrative coordination of activities related to the decentralization reforms. Therefore, the SDGs localization process becomes a trigger to push forward the decentralization reforms since the SDGs can only be achieved through a vertical and horizontal coordination between sectors and between local administrations. The varied nature of the challenges – but also opportunities – faced by the provinces of Manica, Sofala and Cabo Delgado, call for an integrated development approach that could be framed under the D4D project. It is against this context that UNDP Mozambique seeks the support of an experienced and qualified UNV to provide technical assistance to effective project implementation, in accordance with the project document and within the existing budget and timeline. Under the direct supervision of the Chief Technical Advisor (CTA), the UNV will be responsible for supporting the “Decentralization for Development” project. The UNV will support the CTA and the Project staff in producing strategic documents to be shared with partners or stakeholders; designing presentations to be shared with partners/stakeholders; delivering important project
The United Nations Volunteers (UNV) programme is administered by the United Nations Development Programme (UNDP). documents - including annual report and annual work plans – to comply with UNDP requirements from HQ; and carrying out pressing research as well as analysis of data collected. Specifically, the UNV will be responsible for following the partnership with the Ministry of economy and Finance (MEF).
Under the supervision of the CTA, the UNV will be responsible for:
Ensure support to strategic partnerships, assistance in resource mobilization efforts and compliance with UNDP procedures Producing strategic documents including concept notes and methodological guides to be shared with partners or strategic stakeholders. Elaborating project documents such as annual work plans, budgets, and annual reports, outlining elements such as project activities, innovations, challenges encountered and lessons learned. Preparing presentations for strategic meetings with partners, ensuring that project details are presented in a succinct and comprehensive manner, drawing on visual communication tools. Supporting the preparation of documents needed in relation to missions or events, in addition to providing coordination support. Preparing documents necessary for compliance with UNDP procedures, including during auditing periods. Preparing learning material on gender mainstreaming, theory of change, projects formulation, local strategic planning. To conduct and animate learning sessions at both national and local level on the abovementioned topics. To provide advice to both MEF and MAEFP on gender issues.
Carry out Research and Analysis to ensure that the Program can contribute with knowledge to the field and to identify entry points for strategic discussions. Support the SDGs localization at the local level by leading the elaboration of the Leaving No One Behind Diagnostic through research at provincial level with special focus on SDGs number 5 (Gender). Analyse the data collected through the research process to determine root causes, effects, and policy gaps related to Leaving No One Behind focused on SDGS number 5 (Gender). Promote and contribute to the understanding and mainstreaming of gender, human rights and other pertinent cross-cutting issues into SDG localization through relevant research, drawing particularly sources with disaggregated data. Carry out background research on stakeholders in advance of strategic meetings in order to capitalize on potential synergies and alignment of actions.
- Securing that the program work is in line with and contributing to the Knowledge Management and gender strategy at the Country Office:
To follow up and monitoring the action plan with the Ministry of Economy and Finance. To produce learning material on gender mainstreaming for the provincial reference Groups for the SDGs and to conduct training for local institutions on gender issues. Liaise with Knowledge Management Specialist to coordinate the project’s contribution to thought leadership. Support the management of project data on the Country Office SharePoint. Facilitate knowledge building, knowledge sharing, and guidance related to all project activities. Taking meeting minutes for future reference and tracking of decisions made or important actions to be taken.
In addition, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

A minimum of one-two years of experience in international development, including work with NGOs, think-thanks, UN agencies or other international organizations; Experience in research and policy-related analysis would be an asset;Experience working within government institutions is an advantage;Knowledge and work experience in SDG localization and local planning is an advantage.
The contract lasts for a period of 12 months with possibility of extension subject to availability of funding, operational necessity and satisfactory performance. Travel to duty station (if applicable) and a Settling-in-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance (US$ 2337) is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included, as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
