Key Responsibilities:

Economic Empowerment and Resilience programming

Ongoing enhancement of World Vision PNG’s Resilience and Livelihoods programming at strategy, program, and project design levels for greater impact on child well-being. · This shall include:

  • Support ongoing design processes related to all Resilience and Livelihood programs and projects, including strategy alignment and review processes.
  • Monitor program and project quality at the outcome and impact levels, facilitate evidence-based organizational learning processes and promote innovation for continuous improvement in programming impact.
  • Support relevant reporting functions, particularly at outcome and impact levels.
  • Lead in the development of a contextual analysis of economic policy, food and nutrition security, and livelihood issues affecting the county and particularly the target groups.

Support effective implementation of Economic Empowerment and Resilience programs and projects

  • Implements activities as described in the project proposal based on WVPNG country policy technical guidance and support to programme and project implementation.
  • Technical capacity building of project staff, partner staff, and other key stakeholders, as required.
  • Facilitate training needs identification for community producers, saving groups, cooperatives, county staff, and other public and private partners;
  • Facilitate capacity building of producer groups and other value chain actors on climate resilient marketing and value chain development.
  • Train farmers on climate-smart production and post-harvest management practices
  • Capacity building to enhance access to appropriate financial products/loans and business plan development.

Networking and Collaboration

  • Support engagement with key stakeholders for influence, learning, and resource development.
  • Represent WVPNG in key inter-agency meetings and engagement.
  • Engage and build relationships with key partners and government counterparts
  • Engage with donor agencies and other stakeholders, from time to time, as required.
  • Contribute to the development and implementation of the Grant Acquisition Business Plan through technical input to grant proposals.

Documentation, Reporting, and knowledge management.

  • Support the project teams to write and submit comprehensive quarterly progress reports, and specific activity reports, and any other reports, when necessary, in a timely manner.
  • Support routine Reporting – monthly and quarterly financial reporting, including realization of activities versus budget utilization;
  • (Providing input to) narrative and financial programme reporting;
  • Facilitate project semi-annual and Annual reviews of progress towards project objectives;
  • Take the lead in documentation and sharing of Impact/success stories and best practices to promote learning.
  • Organize quarterly review meetings for partners and communities at the project sites to reflect on project approaches, tools, the impact of interventions, best practices, exit and sustainability strategies as well as create spaces and opportunities for action-learning

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE

  • A bachelor’s Degree in development studies, agriculture, economics, or other relevant fields is a requirement (post-graduate degree is an advantage).
  • Climate Smart Agriculture, Entrepreneurship, microfinance, and strong agribusiness skills.
  • Good interpersonal skills, and strong communication skills, both verbal and written.
  • Proven conceptual & analytical skills, and ability to take an evidence-based approach to programme design.

  • Five years’ experience in field-based programme management roles in the Resilience & Livelihoods sector.
  • At least three years experience working with vulnerable communities and familiarity with humanitarian programming and implementation
  • Previous experience in community work and engagement in Agricultural, Economic Development, and Livelihood is an added advantage.
  • Experience with relevant technical models such as Village Savings & Loans, Local Value Chain Development, and Business Facilitation.
  • Experience in Monitoring & Evaluation
