Org. Setting and Reporting The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is under the Climate Change and Natural Resource Sustainability Cluster of the Economic and Social Commission for Western Asia (ESCWA - unescwa.org). The incumbent will be under the overall supervision of the Cluster Leader and reports directly to a Senior Economics Affairs Officer.

Responsibilities Within delegated authority, the Economic Affairs Officer will be responsible for the following duties:

Economic or Sector Analysis: 1. Monitors sustainable energy data and issues, tracks progress on energy-related targets and indicators, and identifies recurrent and emerging issues of concern to the region. 2. Monitors and keeps abreast of energy issues in the area of energy transition, circular economy, carbon pricing, energy management and climate change. 3. Reviews the development of sustainable energy technologies and assesses their applicability to the region and possible barriers to their adoption. 4. Prepares energy policy papers, analytical studies and reports on energy issues in the area of conventional and non-conventional sources of energy, interlinkages of energy with other sectors, clean production of fossil fuels, energy interconnection, carbon management and climate change. 5. Designs and conducts studies of selected issues on sustainable energy and drafts resulting reports. 6. Reviews and assesses national energy policies, research and development programmes in the region. 7. Develops draft policy recommendations pertaining to area of work. 8. Formulates proposals for development strategies, policies and measures, including the development of frameworks for norms, standards, and guidelines, for presentation to intergovernmental bodies and others. 9. Prepares studies, papers and project proposals on key issues on sustainable energy, promoting exchange of know-how and best practices. 10. Attends international, regional, and national meetings to hold discussions with representatives of other institutions. 11. Organizes expert group meetings, workshops, seminars, etc. on sustainable energy issues. 12. Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental Support: 1. Provides substantive support and prepares parliamentary inputs on sustainable energy and sustainability issues for intergovernmental bodies. 2. Follows intergovernmental meetings and prepares summary reports. 3. Assists member States in formulating relevant policies and programmes to meet future energy requirements in an environmentally and socially acceptable way 4. Represents organizational unit at international, regional and national meetings and promotes coordination with national and regional organizations concerned with sustainable energy issues.

Technical Cooperation: 1. Designs and monitors technical cooperation projects. 2. Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities. 3. Prepares global, regional, national or sector analyses that provide a basis for advising national governments on energy and economic development issues. 4. Conducts training seminars and workshops for government officials and others. 5. Formulates technical modalities for the evaluation of individual technical cooperation projects.

General: 1. Supports junior staff, reviewing their work and providing feedback. 2. Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit. 3. Undertakes other responsibilities and assignments that may be assigned 4. Undertakes on-the-job and other training activities, both internally and externally.

Ability to conduct independent research on energy topics, determine suitability, validity and accuracy of data provided by different sources. Shows skill in drafting sustainable energy policies and technical reports and in designing and coordinating projects and technical cooperation programs.   • CREATIVITY: Actively seeks to improve programmes or services; offers new and different options to solve problems or meet client needs; promotes and persuades others to consider new ideas; takes calculated risks on new and unusual ideas; thinks "outside the box"; takes an interest in new ideas and new ways of doing things; is not bound by current thinking or traditional approaches.

    Education Advanced university degree (Master’s degree or equivalent) in energy, economics, petroleum engineering, mechanical or electromechanical engineering or sustainable development. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in energy research and analysis, policy formulation, and the application of technical knowledge on energy in development programmes or related area is required.

    Demonstrated experience advising governments on sustainable energy is desirable.

    Proven experience in energy at the Arab national, regional levels is desirable.

    Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required; fluency in Arabic is required; and knowledge of French is desirable.

Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
