Org. Setting and Reporting The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is under Cluster 2: 'Gender Justice, Population and Inclusive Development' of the Economic and Social Commission for Western Asia (ESCWA - unescwa.org). The Economic Affairs Officer (Regional Advisor on Poverty Reduction and Social Policy), reports to the Cluster leader / Director.

Responsibilities Within delegated authority, the Economic Affairs Officer (Regional Advisor on Poverty Reduction and Social Policy) will be responsible for the following duties:

Economic or sector analysis: •Regularly monitors economic developments and social policy changes and identifies recurrent and emerging issues of concern to ESCWA and the Arab region. •Designs and conducts studies of selected issues on poverty reduction and the possible social policies and interventions that can mitigate and reduce poverty and draft resulting reports. •Liaise with the poverty team and other teams working on social protection, employment, gender equality, among others to propose coherent policy recommendations and project ideas •Interprets and applies results of econometric modelling to analysis of economic prospects and policies. •Develops draft policy recommendations pertaining to area of work, and design interventions to help their practical implementation. •Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others. •Attends international, regional, and national meetings to hold discussions with representatives of other institutions. •Organizes expert group meetings, seminars, etc. on development issues. •Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support •Provides substantive support on economic issues to intergovernmental bodies (such as ESCWA Social Development Committee, ESCWA Committee on Women; and ESCWA Ministerial Session). •Represents organizational unit at international, regional and national meetings.

Technical cooperation: •Designs and monitors technical cooperation projects in the areas of poverty reduction and social policies •Create linkages between the results of national multi-dimensional poverty and poverty reduction and social protection programs; including the development of training packages and support to member States. •Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities. •Prepares global, regional, national or sector analyses that provide a basis for advising national governments on economic development issues. •Conducts training seminars and workshops for government officials and others. •Formulates technical modalities for the evaluation of individual technical cooperation projects.

General •Supports junior staff, reviewing their work and providing feedback. •Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit. •Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.; •Undertakes on-the-job and other training activities, both internally and externally.

Ability to conduct independent research on economic topics and link them to social policies, determine suitability, validity and accuracy of data provided by different sources.   • PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

    Education Advanced university degree (Master’s degree or equivalent) in economics or related field. A first level degree with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

    Work Experience A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area.

    Experience in poverty reduction and social policies is required.

    Experience in the Arab region is desirable.

    Languages English and French are the working languages of the United Nations. Arabic is also a working language of ESCWA. For this post, fluency in written and spoken English is required.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This position is available for one year from the date of appointment/assignment. Extension of the appointment/assignment is subject to the availability of the post or funds, budgetary approval, extension of the mandate, continued need for services, and satisfactory performance.
