Org. Setting and Reporting Organizational Setting and Reporting Relationships: This temporary post is located in the Market Access Section of the Economic Cooperation and Trade Division of the Economic Cooperation for Europe. The incumbent will be under the direct supervision of the Secretary to the UNECE Working Party on Regulatory Cooperation and Standardization Policies (WP.6) and the overall supervision of the Chief of the Market Access Section (P5).

Responsibilities Within delegated authority, the incumbent will carry out the final stage of the XB Project “Enhancing usage and uptake of standards for sustainable development, gender equality and the empowerment of women and girls”. The project is undertaken at the request of WP.6 (ECE/CTCS/WP.6/2017/2 Decision 6) and directly linked to Expected Accomplishment b of the Subprogramme 6 on Trade of the UNECE Strategic Framework 2018-2019 on “Increased consensus on the development of ECE recommendations and guidelines for regulatory cooperation”

Economic or sector analysis •Monitors and reports on emerging issues in standardization, gender and sustainable development and their implications for Gender-Responsive Standards; •Drafts specified inputs for technical papers on Gender-Responsive Standards and SGG5 on “Achieve gender equality and empower all women and girls” for selected requests at the global, regional, national or levels; •Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions on Gender-Responsive Standards and Standardization; •Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support •Contributes to the organization of events during the annual session of Working Party on Regulatory Cooperation and Standardization Policies (WP.6) in 2021; •Manages the preparation and conducts independently a pre-session event on the Gender Responsive Standards Initiative. Prepares and negotiates speakers and background papers for the event; •Follows intergovernmental meetings on Gender-Responsive Standards and prepares material related to standards and SDG5 on Gender Equality; •Further promotes the Gender-Responsive Standards Declaration and supports interested national, regional and global bodies in their signing process; •Is responsible for the further development of the information and training portal “Standards for the SDGs” https://standards4sdgs.unece.org and in particular, the extension of the portal, identifies standards relevant for SDG3 – Good Health and Wellbeing; SDG5 – Gender Equality; SDG8 – Decent Work and Economic Growth; and SDG12 – Responsible Consumption and Production; •Prepares inputs to statements by members of the WP.6 Bureau and secretariat staff, including the Director, the Deputy Executive Secretary and the Executive Secretary on topics related to Gender-Responsive Standards and Standardization; •Assists in the organization of panels, round tables etc. on development issues for intergovernmental processes under the Gender-Responsive Standards Initiative and the Education on Standards and Standards-Related Issues.

Technical cooperation •Works with regional and national standards bodies to develop case studies, especially related to the application of standards for sustainable development; •Manages Expert Working Groups and develops networks with a focus on standardization and sustainable development; •Participates in missions on Gender-Responsive Standards and Standardization, Risk development issues, usually as a member of a team, as appropriate; •Maintains the Trello Board on WP.6 Gender-Responsive Standards https://trello.com/b/bYZTGSOl/wp6-gender-responsive-standards-initiative •Further delivers and makes available online courses on topics such as Gender-Responsive Standards, Risk Management in Regulatory Structures; Conformity Assessment and Market Surveillance;

Work implies frequent interaction with the following: Colleagues and senior RB staff within immediate work unit and peers in the broader organizational unit. Middle level officials of UN agencies, regional and global development banks and other international organizations. Government officials, academics and other members of civil society.

Results Expected: Delivers the goals as specified under “Economic and Sector Analysis”, “Intergovernmental support” and “Technical cooperation” under the project on “Enhancing usage and uptake of standards for sustainable development, gender equality and the empowerment of women and girls”.

Education Advanced university degree (Master’s degree or equivalent) in economics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in economics, trade, policy formulation, application of gender aspects and economic principles in development programmes or related area is required Knowledge of e-learning software including Articulate, Storyline 360 and Moodle. Experience as an e-learning Course Administrator, with course writing and development an advantage.

Languages Fluency in English is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
