Org. Setting and Reporting

The Economic and Social Commission for Western Asia (ESCWA) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 21 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonisation of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialised agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council. The position is located in the Shared Economic Prosperity Cluster of ESCWA, Cluster 3. Each position is usually focussed on a sub-specialty such as macroeconomics, development economics, international economics (trade, finance and investment), public economics, environmental economics, gender economics or a specific economic sector or sectors. This position is in the focus area of trade impact assessment. The Economics Affairs Officer will report to the Senior Economic Affairs Officer.

Responsibilities

Within delegated authority, the Economic Affairs Officer will be responsible for the following duties. Economic or sector analysis: • Develops socio-economic databases and qualitative information necessary for specified recurrent or ad hoc assignments. • Contributes to the development and maintenance of the UNESCWA single dynamic CGE models. • Contributes to the implementation of the UNESCWA single country CGE models in member countries. • Updates and constructs Social Accounting Matrix for UNESCWA model in member countries. • Contributes to further development and maintenance of the global CGE model ATSI (Arab Economywide Trade Simulator), as a tool assessing implications of alterative national and global trade policies on Arab economies. • Contributes to the building of tailored version of ATSI to member states. • Interprets, applies and, as necessary, adapts econometric models to determine trends, patterns and relationships and to analyse the effects of alternative policies and assumptions. • Drafts specified inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of economic development. • Identifies and analyses policy proposals made elsewhere relating to assigned topics. • Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions. • Assists in the organization and servicing of expert group meetings, seminars, etc. on development issues. • Prepares speeches and other inputs for presentations by senior staff. Intergovernmental support: • Prepares inputs for reports to intergovernmental bodies. • Follows intergovernmental meetings and prepares summary reports. • Represents organizational unit at international, regional and national meetings. • Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings. • Assists in the organization of panels, round tables etc. on development issues for intergovernmental processes. Technical cooperation • Participates in missions on development issues, usually as a member of a team. • Organizes training seminars for national experts. • Prepares documentation for technical cooperation programmes and projects. • Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects. • Monitors, backstops and assesses the implementation of technical cooperation programmes and projects. General: • Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services. • Undertakes on-the-job and other training activities, both internally and externally. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Supports and provides guidance and leadership to junior and other staff. • Prepares in-depth qualitative and quantitative analyses of diverse aspects of the development challenges faced by developing countries and economies in transition; formulates sound policy proposals; recommends project activities; develops well-designed programmes of analysis of development issues;

Education

Advanced university degree (Master’s degree or equivalent) in economics or related field is required. A first-level university degree in combination with two additional years qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. PHD in applied Economics with a proven skills in trade analysis is desirable.

Work Experience

A minimum of five (5) years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required. A minimum of three (3) years experience in development, maintenance, and application of global and country CGE modelling tools is required. A minimum of three (3) years of experience in GAMS (General Algebraic Modelling System) programming is required. A minimum of two (2) years of experience in developing socio-economic databases is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this position, fluency in English is required. Fluency in Arabic is desirable. Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand).

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available until 31 December 2024. Extension of the appointment is subject to availability of funds, extension of the mandate, continued need for services, and satisfactory performance. • If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. • A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. • Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the young professionals programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
