Org. Setting and Reporting This position is located in the International Tax and Development Cooperation Branch (ITDCB) of the Financing for Sustainable Development Office (FSDO) of the Department of Economic and Social Affairs (DESA). The Economic Affairs Officer reports to the Senior Economic Affairs Officer. The FSDO works to advance policy and action on financing for sustainable development to support Member States and other stakeholders in achieving the 2030 Agenda for Sustainable Development and Addis Ababa Action Agenda on Financing for Development by providing thought leadership and agenda-shaping, promoting multi-stakeholder dialogue, identifying policy options and best practices, and offering strategic advice and support for capacity development in key areas; this includes the work of the branch in delivering the UNDESA capacity building programme in tax and domestic resource mobilization, which is a particular focus of this post. Responsibilities Under the supervision of the Senior Economic Affairs Officer in ITDCB, FSDO, the Economic Affairs Officer will provide support to the programme of capacity development in the area of financing for sustainable development in support of the 2030 Agenda for Sustainable Development (2030 Agenda) and the Addis Agenda, with emphasis on issues related to international tax cooperation, domestic resource mobilization and fiscal policies aimed to promote behaviors aligned with the 2030 Agenda and Addis Agenda. This will include the following duties.

Economic or sector analysis: - Monitors economic developments in a defined area and identifies recurrent and emerging issues of concern to the United Nations. Identifies and analyses policy developments at the national and international levels related to assigned topics. - Designs and conducts studies of selected issues in economic development and draft resulting reports. - Interprets and applies results of econometric modelling to analysis of economic prospects and policies. - Develops draft policy recommendations pertaining to area of work. - Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others. - Attends international, regional, and national meetings to hold discussions with representatives of other institutions. - Organizes expert group meetings, seminars, etc. on sustainable development issues. - Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support - Provides substantive support on economic issues to intergovernmental and expert bodies, such as the General Assembly, the Economic and Social Council, the Council’s Committee of Experts on International Cooperation in Tax Matters and its Subcommittees on a broad range of issues related to financing for sustainable development, including issues related to domestic resource mobilization and fiscal policies aimed to promote behaviours aligned with the 2030 Agenda. - Support substantive and organizational preparations for and follow-up to the ECOSOC Special Meeting on International Cooperation in Tax Matters. - Represents organizational unit at international, regional and national meetings.

Technical cooperation: - Designs, implements and monitors capacity development projects in the area of international tax cooperation and domestic resource mobilization for sustainable development. - Conducts training seminars and workshops and other learning events (including online events) for relevant government officials of developing countries. - Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities. - Prepares global, regional, national or sector analyses that provide a basis for advising national governments on issues related to international tax cooperation and domestic resource moblization. - Formulates technical modalities for the evaluation of individual technical cooperation projects.

General - Supports junior staff, reviewing their work and providing feedback. - Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the branch, FSDO and DESA. - Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work of the branch and FSDO. - Undertakes on-the-job and other training activities, both internally and externally.

Competencies Professionalism: Knowledge of economic issues, international policy-making processes and UN intergovernmental process in the area of Financing for Sustainable Development; Knowledge of the UN work in the area of international cooperation in tax matters, including the work and outputs of the UN Committee of Experts on International Cooperation in Tax Matters; Ability to apply economic theories and concepts in different sectors of economic and sustainable development. Ability to conduct independent research on economic topics, determine suitability, validity and accuracy of data provided by different sources. Ability to identify and develop sources for data collection. Education Advanced university degree (Master’s degree or equivalent degree) in economics or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.

Experience in capacity development programmes or projects is required.

Experience in designing or implementing capacity development programmes or projects focused on international tax cooperation and domestic resource mobilization for sustainable development is required.

Experience on project management is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this Post, fluency in English is required. Knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
