Org. Setting and Reporting This position is located in the Trade Facilitation Section of the Economic Cooperation and Trade Division (ECTD) of the United Nations Economic Commission for Europe (ECE). The Economics Affairs Officer reports to the P5, Chief of the Trade Facilitation Section.

This position is temporarily available for an initial period of six months, with possible extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

Responsibilities Within delegated authority, the duties of this Economic Affairs Officer (P4) fall into the functional areas below:

Economic or sector analysis: - Monitors economic developments in the area of international trade, particularly trade facilitation and e-business standards, and identifies recurrent and emerging issues of relevance to the United Nations, including with respect to the UN’s Sustainable Development Goals (SDGs), Agenda 2030 and cross-cutting topics addressed in ECE. - Designs and conducts studies of selected issues in economic development and drafts resulting reports. - Interprets and applies the results of surveys and studies on trade, trade facilitation and e-business standards, to the analysis of economic prospects and policies. - Develops draft policy recommendations pertaining to area of work. - Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others. - Attends international, regional, and national meetings to hold discussions with representatives of other institutions. - Organizes expert group meetings, seminars, etc. - Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support: - Provides substantive support on issues related to trade and trade facilitation to intergovernmental bodies such as the Plenary and the Forums of the United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT). - Represents the organizational unit at international, regional and national meetings.

Technical cooperation: - Designs and monitors technical cooperation projects. - Undertakes missions to member States, either alone or as a participant in a diverse team, as part of the organization’s technical cooperation activities. - Prepares global, regional, national or sector analyses that provide a basis for advising national governments on trade-related issues, including trade facilitation. - Conducts training seminars and workshops for government officials and others. - Formulates technical modalities for the evaluation of individual technical cooperation projects.

General: - Supports junior staff, reviewing their work and providing feedback. - Participates in intra- and inter-departmental undertakings of broader concern to represent the views or interests of the organizational unit. - Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service. - Undertakes on-the-job and other training activities, both internally and externally.

Education An advanced university degree (Masters or equivalent degree) in economics, development studies or a related field is required. A first level degree (Bachelor's degree or equivalent), in the specified fields of studies in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience At least seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area are required.

At least three years of experience in international trade are required.

Experience in the organization of inter-governmental and expert meetings or in capacity building/technical assistance and cooperation is required.

Experience in international trade and its contribution to the UN Sustainable Development Goals (SDGs) is desirable.

Experience with economies in transition (e.g. in Eastern Europe, Western Balkan, Caucasus or Central Asia) is desirable.

Languages English and French are the working languages of the United Nations Secretariat; and Russian is a working language of ECE. For the position advertised, fluency in English is required. Knowledge of Russian or French is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
